    Just as quietly, an underground resistance formed. Hundreds of civilians secretly became partisans, forming espionage cells reporting to the Ukrainian military and security services. Pohomii joined one. Her job was to document who was collaborating with Russian forces and to send her findings to Ukraine's security services via the secure messaging app Signal.

    "I saw there were three types of people in Kherson," she says. "Those who will die for Ukraine. Those who will die for Russia. And those who do not care, who are like, 'Ukraine is OK, Russia took over, and that's also OK.' "

    Pohomii took photos and videos of suspected collaborators and eavesdropped on conversations, then passed on the information to Ukraine's security services.

    The suspects included some of her fellow city council members, a prominent doctor who helped the city survive COVID, and even a childhood classmate who was a teacher of Ukrainian history.

    "Many teachers quit," Pohomii says, "but she decided to work with the Russians."

    Kherson's amateur spies went to work

    Pohomii's close friend, Olha Chupikova, a 48-year-old landscape designer, also became a spy.

    She lives near the Antonivka Bridge and served, she says, as "the eyes and ears of the Ukrainian military."

    "I told them everything I saw about Russian troops — where they live, where they put their vehicles," Chupikova recalls, adding that she followed them wherever she could.

    The Russian occupiers were known for their brutality

    Hundreds of other residents disappeared, including the elected mayor of Kherson, Ihor Kolykhalev, who was arrested in June.

    By the end of summer, several members of Oleksandr Diakov's espionage cell had also been arrested.

    Diakov, a shy, bearded apartment manager, had spent months spying on Russian-installed politicians for Ukraine's security services. He suspects the Russians may have found a way to listen to partisans' conversations. But he says Russians also got information about cells by torturing captured partisans.

    Ukraine increases the strip along the border with the Russian Federation and Belarus, the territory will be mined

    The mined strip along the Ukrainian border with Russia and Belarus will be increased to two kilometers in width.

    The State Border Guard Service of Ukraine reported about this.

    On February 24, the Verkhovna Rada voted in favor of the draft law 7475 “On Amendments to Certain Legislative Acts of Ukraine Regarding the Protection of the State Border.”

    The document lays the foundation and improves the state border protection, as well as resolves the issue of land allocation for the construction of engineering facilities along the border line. In addition, the introduced changes determine the place of border guards in the general system of the Defense Forces during martial law.

    AI Can Tell Us How Russians Feel About the War. Putin Won’t Like the Results.

    Russian propaganda is good at manipulating public opinion. But its effects aren’t working like they used to.

    Vladimir Putin is notorious for deploying propaganda on Russian citizens, one of the oldest plays in the authoritarian playbook. But does it work?

    When it comes to Russia’s war against Ukraine, the answer would seem to be yes. At the national level, public polling of Russian attitudes toward the war have shown support remaining relatively stable since the Feb. 24, 2022, invasion: On average, Russians still seem to support the war, even if not with the overwhelming positivity that the Kremlin might suggest. Even dips in national level public support have recovered over time, as polling showed was the case after Putin announced the “partial mobilization” in September.

    But in an authoritarian country, polling is unreliable. While polling works when people are willing to tell the truth, other tools are needed in places like Russia where such openness and access cannot be assumed.

    Artificial intelligence can help with this. For the past year, the Center for Strategic and International Studies has worked with FilterLabs.AI, a Massachusetts-based data analytics firm, to track local sentiment across Russia using AI-enabled sentiment analysis.

    This data tells a different story about Russian public opinion, especially outside Moscow — a story Putin will not like.

    Standard polling often concentrates on population centers including Moscow and St. Petersburg, which can skew national averages. Outside of those major cities, a more negative picture emerges. Our analysis shows that the Kremlin is increasingly unable to control public sentiment outside major cities with national propaganda.

    Kremlin propagandists work iteratively, piloting slightly different messages successively and rolling them out in waves when their analysis signals that they are needed. Since the invasion, Russian state-sponsored propaganda waves elevated public sentiment toward the war for an average of 14 days across all regions and topics. As the war in Ukraine drags on, though, these positive waves of public sentiment are getting shorter, particularly outside the major cities, and are needing to be deployed with increasing frequency across Russia.

    In other words, Russians appear to be less and less influenced by propaganda from Moscow, especially when it clearly contradicts the struggles in their daily lives. As Putin’s war of choice inflicts personal costs on citizens, Russians seem less willing to swallow the state narratives that are delivered over state television, which remains the primary source of information for most Russians.

    AI-enabled sentiment data analysis can provide a window into how Russians feel and how fickle public sentiment is. This poses internal threats to Putin’s legitimacy and thus his power. It also signals an inherent mistrust of state institutions that will be part of Russian society — especially outside of Moscow — well after Putin’s reign ends, whenever that may be.

    US President Joe Biden dismissed China's proposed peace plan for the war in Ukraine on Friday, suggesting its implementation would only benefit Russia.

    "If Putin is applauding it, so how could it be any good?" Biden said in an interview with ABC News. "I’m not being facetious. I’m being deadly earnest."
    "I've seen nothing in the plan that would indicate that there is something that would be beneficial to anyone other than Russia if the Chinese plan were followed," Biden said.
    Beyond his criticism of the peace plan, Biden outright rejected the notion of China negotiating peace in the war, calling it irrational.

    "The idea that China is going to be negotiating the outcome of a war that is a totally unjust war for Ukraine is just not rational," Biden said.
    Biden also weighed in on the possibility of China providing lethal weapons to Russia, which US officials have warned of in recent days.

    Biden declined to outline the consequences of China arming Russia, but suggested China would face the same "severe sanctions" as any other country or entity that has supplied weapons to Russia.

    Some background: The US has intelligence that the Chinese government is considering providing Russia with drones and ammunition for use in the war in Ukraine, three sources familiar with the intelligence told CNN.

    It does not appear that Beijing has made a final decision yet, the sources said, but negotiations between Russia and China about the price and scope of the equipment are ongoing.

    China's Foreign Ministry said Friday that the country takes a "responsible approach" to military exports and does not provide arms sales to conflict areas. The statement comes a day after a German media outlet claimed Beijing is negotiating with Moscow to supply drones.

    EU Imposes Fresh Sanctions on 121 Russian Businesses and Individuals

    New EU sanctions over Russia's war in Ukraine adopted on Saturday target 121 individuals and entities, including Iranian drone manufacturers, officials said.

    The measures, which were formally adopted on Saturday, are the 10th round of European Union sanctions aimed at undercutting Russia's finances and military supplies used in its invasion of Ukraine.

    They echo sanctions announced on Friday by the United States and the United Kingdom and follow up on a G7 statement that warned of penalties for any country abetting Russia in its war.

    The successive round of EU measures are "the most far-reaching sanctions ever — depleting Russia's war arsenal and biting deep into its economy," European Commission chief Ursula von der Leyen said.

    "We are also turning up the pressure on those trying to circumvent our sanctions."

    The latest EU sanctions target an additional 96 Russian entities — meaning businesses or state agencies — including another three Russian banks, according to an EU statement.

    Seven Iranian entities are included in this round, all manufacturers of self-exploding drones Russia has been using to strike Ukrainian targets including civilian infrastructure and residential buildings.

    An export ban on industrial goods to Russia is expanded to include dual-use items such as electronics, specialized vehicles, machine parts, spare parts for trucks and jet engines, antennae, cranes, drones, rare earth materials, electronic circuits and thermal cameras.

    Trade in those goods, which battlefield evidence suggests Moscow is using for its war, amounts to more than 11 billion euros ($12 billion), according to EU officials.

    Sanctions on Russia's propaganda outlets were also stepped up, with moves to suspend the broadcasting licenses of the Arabic outlets of state-controlled media groups RT and Sputnik, which are already banned in Europe.

    The measures also require EU member states to make more detailed reporting on assets seized from sanctioned Russians supporting the Kremlin, and the frozen funds of Russia's Central Bank.

    Biden Says U.S. Will Respond If China Sends Weapons

    President Biden told ABC News the U.S. “would respond” if China were to supply Russia with lethal weapons in its war against Ukraine, although he said he didn’t “anticipate” China doing so, despite warnings from administration officials China may be considering the move.

    Said Biden: “I don’t anticipate — we haven’t seen it yet, but I don’t anticipate a major initiative on the part of China providing weaponry to Russia.”

    Some Shoot Far, Some Shoot Farther. Ukraine Is Forming A Mixed Battalion With Different German, Portuguese And Swedish Tanks.

    Sweden is the latest country to offer Ukraine Leopard 2 tanks. “Sweden is joining the ‘Leopard family’ in support of Ukraine,” Swedish prime minister Ulf Kristersson announced Friday.

    The 10 Swedish tanks will join similar, but not identical, tanks from Germany and Portugal—and form what the German defense ministry described as a “mixed Ukrainian battalion.”

    Emphasis on mixed. The 18 Leopard 2A6s from Germany and three Leopard 2A6s from Portugal pack powerful, 55-caliber main guns, whereas the 10 Swedish Stridsvagn 122s—local derivatives of the Leopard 2A5—come armed with short, 44-caliber versions of the same 120-millimeter smoothbore gun.

    The 2A6s are long-range killers. The Strv 122s, while still world-class tanks, have to get a lot closer to the enemy for their guns to work.

    That Ukraine must blend different tank types in the same battalions underscores the country’s struggle to secure large donations of Western-style tanks from its European and American allies.

    Kyiv is getting its new tanks piecemeal. A battalion of 31 Leopard 2A6s and Strv 122s from Germany, Portugal and Sweden. A battalion of 36 Leopard 2A4s from Poland, Canada, Norway and Spain. Thirty-0ne M-1A2s—again, a battalion’s worth—from the United States. A mere company of 14 Challenger 2s from the United Kingdom.

    The only Western tank type Ukraine is getting in sufficient numbers for one or more brigade sets is the thinly-armored Leopard 1A5, the predecessor of the Leopard 2. Germany, Denmark, The Netherlands and potentially Belgium are buying back at least 100, and as many as 237, Leopard 1s from private arms-dealers for onward transfer to Ukraine.

    Armies tend to fight as battalions. And for the sake of logistical efficiency, a battalion commander naturally would prefer to have one type of tank in his inventory.

    Mismatching tanks also can complicate tactics. Consider that the Leopard 2A6 with its 22-foot-long gun can fire a shell out to three miles. That’s around a mile farther than the Leopard 2A5, or Strv 122, can shoot with its own 17-foot gun.

    The Ukrainian commander of a mixed tank battalion might look to history for inspiration. The German army in World War II was famous for forming ad hoc units called Kampfgruppen.

    Rusland staakt olietoevoer naar Polen via Droezjba-pijplijn
    Rusland heeft de toevoer van olie naar Polen via een pijplijn stopgezet. Dat heeft topman Daniel Obajtek van het Poolse olieconcern PKN Orlen op Twitter gezegd. Zijn bedrijf heeft nog een contract met één Russische olieleverancier om tot het einde van dit jaar olie te ontvangen via de Droezjba-pijplijn.

    Volgens Ojbatek gaan Poolse klanten niets merken van de Russische stap. Het land is nog maar goed voor een tiende van de olietoevoer naar Polen. En PKN Orlen was al voorbereid op de mogelijkheid dat Rusland de oliekraan dicht zou draaien, aldus Ojbatek, die zegt dat zijn bedrijf ook volledig via zee kan worden bevoorraad.

    De Europese Unie heeft een verbod op de invoer van Russische olie ingesteld vanwege de Russische inval in Oekraïne, maar dat geldt alleen voor olie die met tankers wordt aangevoerd. Voor olie via een pijplijn is een uitzondering gemaakt, met name om Hongarije achter de plannen te krijgen. Dat land, waarvan de regering nauwe banden heeft met Rusland, is voor veel olie-import afhankelijk van pijpleidingen uit Rusland.

    De Droezjba-pijplijn, het Russische woord voor vriendschap, loopt via twee vertakkingen van Rusland naar Duitsland, Polen, Belarus, Hongarije, Slowakije, Tsjechië en Oostenrijk. Het gebruik van de pijplijn is stevig afgenomen omdat veel landen door de Russische inval hun afhankelijkheid van dat land wilden afbouwen.

    President Belarus reist af naar China om relatie te versterken

    BEIJING (ANP/RTR) - De Belarussische president Aleksandr Loekasjenko brengt volgende week een bezoek aan China. Het Chinese ministerie van Buitenlandse Zaken heeft dat zaterdag meegedeeld, een dag nadat het verklaarde dat Beijing de banden met Belarus verder wil aanhalen.

    Het ministerie zei vrijdag dat China samen met Belarus het wederzijdse politieke vertrouwen wil versterken en dat dit telefonisch is besproken door de buitenlandministers van de landen. Loekasjenko's bezoek van 28 februari tot en met 2 maart vindt plaats op uitnodiging van de Chinese president Xi Jinping.

    De twee leiders spraken in september vorig jaar een strategisch partnerschap af. Dat gebeurde tijdens een regionale top in Oezbekistan. Eerder dat jaar, voor het uitbreken van de oorlog in Oekraïne, gingen Xi en de Russische president Vladimir Poetin akkoord met een partnerschap "zonder grenzen". Loekasjenko is zowel politiek als financieel afhankelijk van Rusland.
