    Putin and Xi Proclaim Bond as Russia Deploys More Forces Near Ukraine

    Meeting in Beijing in a choreographed show of solidarity, the Chinese leader backed his Russian counterpart in opposing NATO expansion and accusing the U.S. of stoking instability.

    BEIJING — President Xi Jinping of China on Friday offered firm support to President Vladimir V. Putin of Russia in the Kremlin’s showdown with the West over Ukraine, strengthening a relationship that presents a continuing challenge to the United States’ dominance on the world stage.

    In a highly choreographed display of solidarity, the two leaders met in Beijing ahead of the opening ceremony of the Winter Olympics, the first meeting that Mr. Xi has held in person with a foreign counterpart in nearly two years.

    It comes at a moment of escalating tensions between the West and Russia over Ukraine. Mr. Putin has amassed more than 100,000 troops to his neighbors north, south and east in what NATO allies view as a menacing prelude to an attack.

    In a lengthy joint statement, China accused the United States of stoking protests in Hong Kong and encouraging independence in Taiwan, while Russia said the United States was playing a similarly destabilizing role in Ukraine.

    “Russia and China stand against attempts by external forces to undermine security and stability in their common adjacent regions,” according to the 5,300-word joint statement released by the Kremlin. It said both nations “intend to counter interference by outside forces in the internal affairs of sovereign countries under any pretext, oppose color revolutions and will increase cooperation in the aforementioned areas.”

    China has said that the world should not be divided into the kind of power blocs that defined the era when the Soviet Union and United States were the two dominant superpowers. And on Friday, China sided with Russia on one of its key security demands: an end to NATO expansion to the east and closer to Russia’s borders.

    “The sides oppose further enlargement of NATO and call on the North Atlantic Alliance to abandon its ideologized Cold War approaches,” the statement said.

    Although the intention behind the troop buildup remains uncertain, the Kremlin has accused the United States of exaggerating the threat of an invasion and of raising tensions by deploying its own troops to Eastern Europe. This week, Mr. Putin said the United States was trying to goad the Kremlin into action and complained that the West had ignored Russia’s demands for security guarantees.

    In scenes initially shown on Russian state television, Mr. Putin greeted Mr. Xi on a red carpet at the government guesthouse in western Beijing, raising his hand in greeting. The Chinese leader responded, through a translator: “Hello! I’m very glad to see you.”

    Mr. Putin told him that the Chinese-Russian relationship had “taken on a truly unprecedented character.” “It is an example of a dignified relationship that helps each of us develop while supporting each other’s development,” Mr. Putin said.

    After their meeting, Mr. Putin attended the opening ceremony of the Winter Olympics, as the most prominent of nearly two dozen world leaders whose attendance has blunted the impact of a “diplomatic boycott” by President Biden and other leaders of democratic nations.

    Despite extraordinary measures both men have taken during the coronavirus pandemic, neither leader wore a mask as they greeted each other.

    In the days leading up to the meeting — the 38th between the two leaders — Beijing expressed support for Mr. Putin’s grievances and it joined Russia to try to block action on Ukraine at the United Nations Security Council.

    Although not a party to the conflict, the Chinese government has viewed the showdown as a test of American influence and resolve that could distract Mr. Biden from his administration’s focus on China as the pre-eminent strategic rival of the 21st century.

    Any new Chinese promises of economic and political support for Mr. Putin could undermine Mr. Biden’s strategy to ostracize the Russian leader for the military buildup. They could also signal a tectonic shift in the rivalry between the United States and China, with possible reverberations from Europe to the Pacific.

    Mr. Xi and Mr. Putin on Friday signaled that their countries would work to establish closer ties on trade, diplomacy and security.

    “Friendship between the two states has no limits,” the pair said in their joint statement.

    China, Russia partner up against West at Olympics summit

    BEIJING/ MOSCOW/WASHINGTON, Feb 4 (Reuters) - China and Russia on the opening day of the Winter Olympics declared a "no limits" partnership, backing each other over standoffs on Ukraine and Taiwan with a promise to collaborate more against the West.

    President Xi Jinping hosted President Vladimir Putin on Friday as the two nations said their relationship was superior to any Cold War era alliance and they would work together on space, climate change, artificial intelligence and control of the internet.

    Beijing supported Russia's demand that Ukraine should not be admitted into NATO, as the Kremlin amasses 100,000 troops near its neighbour, while Moscow opposed any form of independence for Taiwan, as global powers jostle over their spheres of influence.

    "Friendship between the two States has no limits, there are no 'forbidden' areas of cooperation," the two countries said in a joint statement.

    The timing of their announcement was highly symbolic, at a China-hosted Olympics that the United States has subjected to a diplomatic boycott.

    The agreement marked the most detailed and assertive statement of Russian and Chinese resolve to work together to build a new international order based on their view of human rights and democracy.

    The United States hit back, saying Xi should have used the meeting to push for lowering of tensions in Ukraine.

    Such an approach is what the world expects from "responsible powers," the U.S. State Department's top diplomat for East Asia Daniel Kritenbrink said. read more

    "If Russia further invades Ukraine and China looks the other way, it suggests that China is willing to tolerate or tacitly support Russia’s efforts to coerce Ukraine..."

    Moscow denies it is planning an invasion of Ukraine.

    Daniel Russel of the Asia Society think tank, who served as the U.S. State Department's top diplomat for East Asia in the Obama administration, said Xi and Putin were "announcing their determination to stand together and to stand against the U.S. and the West — ready to withstand sanctions and contest American global leadership".

    While not formally allied, the two "are making common cause as a tactical matter to better defend their respective interests and their authoritarian systems from Western pressure", he said.

    MUTUAL SUPPORT

    The two countries have moved closer together as both have come under pressure from the West on human rights and other issues.

    In the lengthy document - nearly 5,400 words in English translation - each went significantly further than before in backing the other on flashpoints of tension with the West.

    - Russia voiced its support for China's stance that Taiwan is an inalienable part of China, and opposition to any form of independence for the island.

    - Moscow and Beijing also voiced their opposition to the AUKUS alliance between Australia, Britain and the United States, saying it increased the danger of an arms race in the region.

    - China joined Russia in calling for an end to NATO enlargement and supported its demand for security guarantees from the West.

    - They expressed concern about "the advancement of U.S. plans to develop global missile defence and deploy its elements in various regions of the world, combined with capacity building of high-precision non-nuclear weapons for disarming strikes and other strategic objectives".

    Elsewhere, without naming Washington, they criticised attempts by "certain states" to establish global hegemony, fan confrontation and impose their own standards of democracy.

    Scott Kennedy, a China expert at Washington's Center for Strategic and International Studies, said that despite the rhetoric, there would be limits to the alliance.

    "China is willing to stand with Russia through thin but not thick," he said. "If a war breaks out over Ukraine or Taiwan, we can expect this partnership to fracture."

    TECH AND ENERGY

    In the technology arena, Russia and China said they were ready to strengthen cooperation on artificial intelligence and information security.

    They said they believed that "any attempts to limit their sovereign right to regulate national segments of the Internet and ensure their security are unacceptable".

    Meanwhile Russian state energy giants Gazprom and Rosneft on Friday agreed new gas and oil supply deals with Beijing worth tens of billions of dollars read more .

    The deals capitalise on Putin's drive to diversify Russian energy exports away from the West, which started shortly after he came to power in 1999. Since then Russia has become China's top energy supplier and cut its reliance on the West for revenues.

    The Kremlin said the presidents also discussed the need to broaden trade in national currencies because of unpredictability surrounding the use of the dollar.

    U.S. President Joe Biden has said Russian companies could be cut off from the ability to trade in dollars as part of sanctions if Russia invades Ukraine.

    The first of 2,000 American troops sent to reinforce NATO allies in Eastern Europe and Germany arrived on Friday.

    While the world watches Ukraine, Putin is quietly occupying Belarus

    Alyaksandr Lukashenka is ready to go to war, or so he says.

    In a three-and-a-half hour address to the nation last week, the autocratic Belarusian leader declared, “If our country faces an aggression, there will be hundreds of thousands of Russian soldiers here, who will defend this sacred land together with hundreds of thousands of Belarusians.”

    Lukashenka spoke as Russian troops continued to pour into Belarus, with many taking up positions along the country’s 1000km southern border with Ukraine.

    Speaking at the United Nations Security Council on January 31, US Ambassador Linda Thomas-Greenfield noted that Russia has already moved nearly 5,000 troops into Belarus together with short-range ballistic missiles, special forces, and anti-aircraft batteries. “We’ve seen evidence that Russia intends to expand that presence to more than 30,000 troops near the Belarus-Ukraine border, less than two hours north of Kyiv, by early February,” she said.

    With the Russian military presence in Belarus expanding rapidly, the US State Department has ordered the family members of diplomats and employees at the Embassy in Minsk to leave the country. The State Department also warned American citizens against traveling to Belarus, citing the “unusual and concerning Russian military buildup.”

    The change in Belarus’s geopolitical status over the past 18 months represents one of the most dramatic shifts in the security calculus in Eastern Europe since Russia’s illegal 2014 annexation of Crimea, and perhaps since the end of the Cold War.

    The changed security equation is highlighted by Russia’s current brinkmanship on the Ukrainian border, giving Moscow the ability to encircle and attack Ukraine from the north, east, and south. It also means the Russian military is now poised on the Belarusian border with Ukraine less than two hours away from Kyiv.

    Macron brengt volgende week een bezoek aan Moskou. Hij heeft wel eerst met Biden gebeld of die dat goed vond. De patstelling moet doorbroken worden en dat bereik je niet door halsstarrig vast te houden aan een NAVO lidmaatschap van Oekraine op termijn.
    Men zou bv kunnen afspreken, de eerste 20 jaar wordt Oekraine geen lid. Daarna opnieuw onderhandelen met een andere Russische president over de kwestie. De provincies Donetsk en Lugansk direct teruggeven bij een akkoord. Betrekken in de deal.
