Morgan Sindall, Kier and Galliford Try are among firms on a new £1.8bn framework covering the North West.

The framework has been split between building and infrastructure works and contains different value lots. The highest value band is for projects worth more than £30m. The projects covered include construction work for pipelines, powerlines, highways, roads and railways.

Procure Partnership Framework launched the framework in April last year and said that the winners were selected from 103 bids that were submitted.

The framework will also set criteria for delivering social value, the environment and upskilling and training.

It is the second generation of the framework. Kier, Morgan Sindall and Bam Construction were named on the first iteration in 2019, which runs out this year. The new agreement is set to run for four years.

In March 2020, Bam Construct, Interserve (now Tilbury Douglas) and Vinci won spots on a £2.5bn Procure Partnership Framework's national minor works framework. Later that year, Arcadis and Aecom won places on a professional services framework by the same provider, worth £500m.

Below is a select list of contractor and infrastructure winners.

BAM secures place on Procure Partnership North West Contractor Framework

Hemel Hempstead, 7 February 2022 - Following a competitive tender, BAM Construction’s Salford-based team has been reappointed to Procure Partnership’s North West Contractor Framework.

The framework was established four years ago by Procure Partnerships to support public sector bodies across England and Wales to procure contractor partners. Potential framework users include, but are not limited to, schools and academies, colleges and universities, government departments, emergency services, NHS bodies, local authorities, leisure providers, housing associations, health and social care bodies and registered charities.

With an estimated total value of £1.8 billion, the renewed four-year framework will launch on 1 April 2022 and is divided into region-specific, value banded Lots. BAM has secured a place on all three of the Lots for which it tendered.

    Lot 3 - £5 million to £15 million
    Lot 4 - £15 million to £30 million
    Lot 5 - £30 million +

Ian Fleming, Regional Director, BAM Construction North West, said: ‘We are delighted to retain our place on this important framework and we look forward to working with Procure Partnerships again over the next four years. What we bring is an industry-leading understanding of sustainability and exceptional digital construction techniques, allied to our highly collaborative partnering ethos. BAM’s strong ties across the North West have seen us create thousands of jobs, train new generations of professionals, generate millions of orders for local businesses and our buildings have helped to educate, heal, and provide work and leisure for many people. The reward for us is creating this wider social value and leaving a legacy for the communities where we deliver these outstanding new buildings.’

Faye Dolan, National Framework Manager, commented: ‘Procure Partnerships are delighted to have concluded the renewal of the North West Contractor Framework after an exceptionally successful first iteration. We look forward to engaging with our contracting partners, old and new, whilst continuing to support brilliant public sector projects – Congratulations to all contractors who have secured a place!’

Natalie Palframan, Key Account Manager (North), commented: ‘It’s really exciting to announce the contractor partners who will play a part in the success of the second iteration of the North West Framework. I’m looking forward to working with these outstanding contractors to support the public sector in delivering long-lasting projects, to high quality and best value over the next four years.’

BAM’s current portfolio across the region includes the new acute facilities at Salford Royal Hospital, the trauma centre at Aintree University Hospital, plus what will be the UK’s largest live arena, Co-Op Live in Manchester. It recently handed over new offices for industrial giants Inovyn in Runcorn and Unilever in Port Sunlight.

Hub South East on the hunt for more contractors
    Grant Prior

Scottish framework Hub South East is looking for more contractors to join its new Tier 1B Construction Contractor Supply Chain.

Hub South East already has three main contractors delivering projects – BAM, Balfour Beatty and Morrison.

The Tier 1B scope of work will predominately focus on new build affordable housing and care homes ranging in value from £3m to £15m.

Paul McGirk, Hub South East’s Chief Executive, said: “Our approach is focussed on building strong relationships, increasing efficiency, raising quality, championing innovation, and continually improving our performance.

“Maintaining and developing strong relationships with our supply chain is fundamental to our continued success and we are looking for Tier 1B Construction Contractors that are committed to partnership working and delivering real benefits to our Clients and the communities we serve.

“This is an excellent opportunity for construction contractors with the capability and experience in domestic scale affordable housing, as well as social and care facilities to get involved directly with Hub South East.

“We’re excited to be opening up our supply chain to a wider range of construction partners with this new Tier 1B level, and I’d encourage those companies with the experience, skills and values aligned to ours, to visit the Public Contracts Scotland website to find out more.”
