    Iran, Norwegian Company to Sign FLNG Unit Deal
    Iran will sign a contract with a Norwegian oil and gas company in the next few days to build the country’s first floating liquefied natural gas (FLNG) unit in the Persian Gulf, the managing director of the National Iranian Oil Company said on Friday.

    “NIOC plans to sign a deal with Norway’s Hemla Vantage next week, based on which the European firm will construct an FLNG unit with a production capacity of 500,000 tons per year,” Ali Kardor was also quoted as saying by ILNA.

    An FLNG facility is a seaborne structure that would produce, liquefy, store and transfer LNG at sea before carriers ship it directly to markets.

    "The contract will allow the Norwegian firm to operate in Iran's market for 20 years," the official said without providing details. Hemla embraces the value chain of oil and gas with focus on LNG. It has been structuring oil and gas projects in the US, West and East Africa, Southeast Asia and the Mediterranean with renowned partners in the industry.

    Financial Times quoted Gerhard Ludvigsen, a founding member of Hemla Group and the managing director of Hemla Vantage, as saying last year that the company was closing in on a $600 million contract with an Iranian petrochemical group, the Kharg Petrochemical Company, to produce and export LNG and LPG by 2017.

    “Hemla will secure debt financing and will be 50/50 equity partners with KPC/KGRC [the latter is a sister company of the former],” said Ludvigsen. According to FT, the joint venture will purchase 5.66 million cubic meters of flared gas per day from offshore fields near Kharg Island over a period of up to 15 years.

    In its first phase, the site is projected to produce 500,000 tons of LNG and 200,000 tons of LPG per year. .THE FLNG BARGE, PRODUCED IN CHINA, WILL BE LEASED FROM EXMAR, A BELGIAN COMPANY. Iran has close to 34 trillion cubic meters of natural gas reserves, which is around 18% of the global gas reserves. It has been working on several major LNG projects for years to convert its rich gas reserves into revenue but to no avail.

    The country exports all of its gas through pipelines to neighbors in the north and the west, but has failed to capitalize on the increasingly lucrative LNG market.

Exmar is na PCB en Roularta de sterkste stijger op de brede markt. Goemaere speculeert erop dat Exmar huurders zal vinden voor het werkloze Caribbean FLNG-platform (gas vloeibaar maken) en voor het in aanbouw zijnde FSRU-platform (vloeibaar gas omzetten in aardgas) dat eind dit jaar opgeleverd wordt.

    Add Energy, in partnership with Transborders Energy (TBE), has teamed up with TechnipFMC and MODEC to offer floating liquefied natural gas (FLNG) solutions for small-scale stranded gas resources around the world.

    They are targeting discovered resources in the range 0.5 to 2 tcf that are either in remote locations where a subsea tieback would be too capital-intensive, or lack a viable development concept.

    The aim is to apply a pre-defined, lower-cost concept that involves use of a 1 MMt/yr FLNG vessel and applying it to fields that fit the concept.

    TBE managing director Daein Cha said: The economies of scale pursued by mega- projects have not eventuated. They are too capital intensive and risky in terms of resilience and flexibility for what is a commoditizing business.

    However, the deployment of our pre-determined, low-cost small-scale FLNG concept on already discovered but stranded resources with innovative financial and commercial structuresestablishes a new value proposition to the resource owners and LNG buyers.

    Add Energy will manage the drilling, maintenance, safety and risk management of each project, and will serve as the exclusive partner to engineer, procure, drill, and operate the wells.

    TechnipFMC will be the exclusive partner to TBE for the engineering, procurement, construction, and installation (EPCI) of the SURF and the FLNG vessel.

    MODEC serves as technical adviser for the EPCI of the hull, LNG tank and turret mooring system of the FLNG vessel, and will provide operations and maintenance of the FLNG vessel.

    The group has identified an initial pilot project offshore Australia, with a target resource to be confirmed early in 2018, followed by a final investment decision by 2020.

    TBE is also discussing projects with gas field owners elsewhere.

    Eduardo Robaina, VP for Well Engineering, Add Energy, said: LNG development is currently focused on fields with large-scale volumes between 5 and 10 tcf or more. However, a supply shortage in LNG is expected from mid-2020 due to demand growth and a failure to proceed with new mega project developments.

    Large-scale LNG projects typically involve up to five years of front-end engineering and design work and a further six years for EPC activities, but new projects need to progress now to capture this upside.

    The Transborders concept enables the development of previously uneconomic resources at a much faster pace than that of mega projects and will help feed the growing demand for energy, initially in Asia and elsewhere. Add Energys role will be to ensure well construction, maintenance and well intervention activities are carried out in accordance with best practices and industry standards.

    Trio agrees development of Indonesian LNG to power project

    Qatari Nebras Power signed an agreement with Perusahaan Listrik Negara (PLN) and PT Pembankitan Jawa-Bali (PJB) to build an LNG fueled power project in Sumatra, Indonesia. The project would include an 800 MW power plant WITH A FLOATING STORAGE AND REGASIFICATION UNIT (FRSU), the company’s statement reads. The Heads of Agreement signed between the three companies aims to develop a general framework for cooperation between the parties and facilitate the ways of cooperation between them in developing the GTP project. According to the HOA, Nebras and PJB will jointly develop, finance, construct, operate and maintain the power plant and the FSRU. The sourcing of the LNG for the project will be facilitated by Nebras. The project is the largest of its type in Sumatra, Nebras said in its statement, noting that the electricity generated by the project will be sold to PLNg through a 25-year power purchase agreement. The project comes as part of the Indonesian government’s efforts to meet the growing demand for electricity in Sumatra. The energy generated from the new plant is expected to support meeting the island’s increasing demand for electricity to meet the ongoing Indonesia’s urban, industrial and tourism expansion and growth. The facility is targeted to reach its commercial operation date in 2019-2020.
