    South Korea to build 8.2 billion-dollar offshore wind farm

    South Korea said it would build a massive offshore wind farm off the west coast by 2019

    An offshore wind power farm. South Korea said Tuesday it would build a massive offshore wind farm off the west coast by 2019 to develop new sources of renewable energy and help wind turbine exporters.

    Under the 9.2 trillion won (8.2 billion dollars) project, companies such as Hyundai Heavy Industries and Daewoo Shipbuilding and Marine Engineering plan to build 500 turbines, the Knowledge Economy Ministry said in a statement.

    The wind farm, to be built near the southwestern counties of Buan and Yeonggwang, will generate about 2,500 megawatts of electricity, it said.

    The government will coordinate the project and provide 29 billion won, while private investors will finance the rest.

    Major South Korean shipbuilders and heavy machinery makers such as Samsung Heavy Industries and STX Heavy Industries are scrambling to enter the lucrative global wind power market.

    "But they need a track record to actually build and operate wind farms to export their products," said the ministry, estimating current global offshore wind farm projects would generate 153.9 gigawatts of electricity.

    "Plus, considering the small size of our land, offshore wind farms, with less environmental damage and fewer potential complaints from residents, are far more promising sources of energy than onshore wind farms," it said.

    Asia's fourth largest economy imports 97 percent of its energy needs from overseas and has moved to cut dependence on fossil fuels and diversify energy sources.

    Seoul last month unveiled a five-year plan to spend 36 billion dollars developing renewable energy as its next economic growth engine, with a goal to become one of the world's five top players in the sector.

    BEIJING (Dow Jones)--China's installed offshore wind power capacity will likely rise to 10 gigawatts by 2015 and 30GW by 2020, the Chinese Renewable Energy Industries Association estimated Wednesday.

    China is expected to invest more than CNY25 billion ($3.78 billion) in offshore wind farms in the next five years, it said in a statement. It didn't specify the current installed capacity.

    Sinovel Wind Group unveils first 6 MW wind turbine in China

    Shanghai Daily reported that China's largest wind equipment marker Sinovel Wind Group Co has unveiled the nation's first 6 MW wind turbine to challenge global leaders such as Denmark's Vestas.

    Mr Tao Gang SVP of Sinovel said that "With the development of the wind industry, especially advances in offshore wind technology, the development of larger wind turbines has become an inevitable trend."

    Turbine makers, which now rely on 1.5 MW, 2.5 WM and 3 MW turbines for the bulk of their sales, are developing bigger turbines.

    Vestas, the world's largest turbine maker by market share, in March 2011 unveiled a 7MW offshore turbine, which may be in production in early 2015. Britain, the United States and Norway as well as Beijing based Sinovel have started developing a 10 MW prototype.
    After years of robust expansion, China overtook the US last year as the nation with the biggest installed wind capacity. But analysts said annual installation may have peaked in 2010 and turbine makers may struggle this year amid overcapacity and keen price competition.

    Mr Patrick Dai analyst at UBS Securities said that "We are pessimistic about the wind equipment sector." He suggested domestic players should seek more overseas contracts to tap on their price advantage.

    China Agrees to End Wind-Power Subsidies After WTO Case, Trade Office Says

    China agreed to drop subsidies to wind-power manufacturers following a complaint the U.S. filed at the World Trade Organization, the U.S. Trade Representative’s Office said.

    China’s Special Fund for Wind Power Manufacturing requires aid recipients to use Chinese-made parts and amounted to an illegal subsidy, the U.S. said in a case filed in December at the WTO after getting a complaint from the United Steelworkers union. Individual grants were for as much as $22.5 million.

    “Subsidies requiring the use of local content are particularly harmful and are expressly prohibited under WTO rules,” U.S. Trade Representative Ron Kirk said today in the statement. “We challenged these subsidies so that American manufacturers can produce wind turbine components here in the United States and sell them in China.”

    The steelworkers complaint with the U.S. trade office, filed on Sept. 9, said export credits, preferences in bidding, forced transfers of technology and discrimination against firms outside the nation gave Chinese producers of renewable-energy products an unfair advantage.

    The union also said China’s restrictions on rare-earth exports provide an unfair advantage to its green-energy manufacturers, which rely on those elements.

    US claims victory in China wind energy subsidies matter

    It is reported that China has stopped subsidies for makers of wind energy turbines, declaring one victory in a series of trade complaints against Beijing at the World Trade Organization.

    As the two powers tussle to dominate the green energy sector, the United States cast China's decision as a victory for US workers.

    Mr Ron Kirk US Trade Representative said “We challenged these subsidies so that American manufacturers can produce wind turbine components here in the United States and sell them in China. The United States is pleased that China has shut down this subsidy program.”

    He said “It is past time for China to be transparent about its subsidy programs, and that includes meeting its notification obligations like other WTO Members. China is the second largest trader at the WTO, and it is simply not acceptable that China continues to evade its transparency commitments.”

    In December, the US lodged a complaint with the WTO, saying China had provided several hundred million dollars in illegal grants since 2008 to wind turbine makers for using Chinese components.

    The complaint arose from a petition by the United Steelworkers union last September, alleging illegal Chinese subsidies for domestic makers of a range of green technology goods, including wind and solar energy products, advanced batteries and energy efficient vehicles.

    At the time of the complaint, the USTR said China's support amounted to more than twice as much as the US spent in the sector and nearly half of the total 'green' stimulus spent worldwide. The USTR also said China was generally secretive about subsidies, in violation of WTO rules.

    China to halt wind turbine subsidies

    China Daily reported that China wind power companies expect to see little impact from the recent news that the country will end industry subsidies because of the investigation launched seven months ago following complaints from US manufacturers.

    Mr Shi Pengfei vice president of the China Wind Energy Association said "It is understandable that the Chinese government is ending subsidies to an industry that is strong enough to compete with international players."

    USA Today reported on Monday that China has agreed to stop subsidies to wind power companies that use domestic components instead of imports under its indigenous innovation program, citing US Trade Representative Ron Kirk. The grants ranged from USD 6 million to USD 22 million.

    The report quoted Kirk that the outcome is considered significant and a victory in the US because it helps ensure fairness for American clean technology companies and workers. However, Chinese companies said the value of the grants is small when it comes to each maker portion and the subsidy end is unlikely to make a big splash.

    China has more than 80 wind turbine makers whose production has contributed to the country rapid growth in the wind power sector. Its total capacity reached 44.7 GW in 2010 overtaking the United States to become the country with the greatest wind energy capacity.

    India aims for global leadership in renewable energy

    The 10th edition of two day Green Power Conference cum Exposition on Renewable Energy organized by CII in Bangalore under the aegis of the ministry of new and renewable energy government of India and Karnataka Renewable Energy Development Ltd called for increasing the proportion of green power in our overall energy requirement.

    The conference called upon the industry, which is the major consumer of the energy, to mark up some percentage of their total energy consumption to come from green power. This will not only decrease the over dependence on fossil fuels for energy needs, but also reduces carbon emissions.

    Dr Pramod Deo chairperson of Central Electricity Regulatory Commission said that “5% of the total generation in the country actually comes from green power. India reached 5% level in 2010 and annually one percent is going to add up to take it to 10% by 2015. Promoting increased use of green power is for our own energy security.”

    Dr Pramod Deo added that “There is a general apprehension that green power is costly. The costs are going to be flattened by in the next five years. Regarding tariffs, all State Regulatory Commissions should take CRC tariff as guiding tariff. From the point of view of sellers, operational issues risks like connectivity should be addressed.”

    Ms Shamim Banu IAS additional chief secretary of Energy Department government of Karnataka, said that “Now people are looking at renewable energy as the energy of the future to slow down the global warming. Even though India cannot afford to discard other forms of energy, we can still focus more on renewable energy. 27% of the installed capacity in Karnataka is renewable energy. There are certain issues to be addressed to harness renewable energy. For example, many sites suitable to wind mills are located in forest areas of Western Ghats and it take very long time for clearances. There is a need to streamline procedural issues. To encourage solar energy production, R&D is needed to reduce costs and land need per MW, which is about five acres now.”

    Mr Ramesh Kymal chairman of Renewable Energy Council, CII- Sohrabji Godrej Green Business Centre, said that “Investment in clean energy has gone up by 230% globally in the past four years and India aims to become global leader by 2015. To encourage this trend, renewable energy law, which is under debate so far, must be implemented as early as possible. To address the cost, there is a need to increase generation based incentives to INR 1.20 per unit.”

    Mr CM Nimbannavar chairman of Karnataka Renewable Energy Development Ltd said that “Energy efficiency and green power are major aspects of energy conservation. Erratic rain falls, tsunami and other natural disasters necessitated increased focus on green energy management. Karnataka is one of the power starving states of India. There is an urgent need to focus on new generation technologies and minimize storage and distribution losses.”

    Suzlon Energy receives 50 MW order from NALCO

    Equity Bulls reported that Suzlon Energy Limited has received a new order from the National Aluminum Company Limited to set up operate and maintain 50.4 MW of wind energy projects in Andhra Pradesh. The order comprises 24 units of Suzlon's S88 - 2.1 MW wind turbines which will be set up in the Gandikota region in Kadapa district of Andhra Pradesh.

    This order marks NALCO's entry into the wind energy sector with this maiden project scheduled for completion and commissioning by January, 2012. The power generated will be sold to the state electricity grid. NALCO plans to register the project under the Clean Development Mechanism.

    Vestas wins 49 MW turbine order in China

    Reuters reported that Denmark Vestas, the world biggest maker of wind turbines had won a 49.3 megawatts turbine order for a project in China.

    Vestas said in a statement the order had been placed by China Datang Corporation Renewable Power Co and was for 58 units of its V60-850 kilowatts turbine.

    It said the turbines would be installed at Dayuanshan wind farm in Wuchuan County in the Inner Mongolia Autonomous Region.

    The contract included delivery, installation and commissioning of the turbines as well as a two-year service and maintenance agreement.

    Vestas said not disclosing financial details the turbines are scheduled to be delivered in the third quarter of 2011.

    China intends to boost offshore wind power to 30 GW by 2020

    According to Chinese Renewable Energy Industries Association, China will expand its offshore wind power installed capacity to 5 GW by 2015 and 30 GW by 2020.

    CREIA forecast came during the announcement that Offshore Wind China 2011, the largest industrial seminar and exhibition of offshore wind power in Asia is being held from June 15 to 17 in east China Shanghai City.

    According to Mr Qin Haiyan secretary general of the China Wind Energy Association, Offshore wind development in China remains in the early stages due to complex operating environments for offshore turbines, high technological requirements and construction difficulties.

    In 2009, China had only 63,000 kilowatts offshore wind turbines installed, about 21% of the newly installed offshore wind power in the United Kingdom the fastest growing country of the year. The year 2010 marked the start of China offshore wind power sector transition from research and pilot projects to operational wind farms.

    In March 2010, Mr Shi Lishan deputy director of the New Energy and Renewable Energy Department of the National Energy Bureau said top priority would be given to developing offshore wind power projects in the course of boosting the flourishing wind power industry.

    In June 2010, the first stage project of East Sea Bridge Offshore Wind Farm went into operation in Shanghai. Totaling 102 MW, it is China first large-scale offshore wind farm located to the east side of the Shanghai East Sea Bridge. It comprises 34 units of 3 MW Sinovel turbines.

    Offshore wind power construction is a priority in China this year. In January, the NEB said China would kick off construction of 1 GW offshore wind power projects in 2011. The public tender for the 1 GW offshore concession projects, totaling four wind farms in east China Jiangsu Province was announced in October 2010. They will use Sinovel, Goldwind and Shanghai Electric turbines.

    China wind energy industry needs more government policy support

    According to the latest China Wind Power Outlook, though the investment and technology of wind power generation in China is comparable with Western countries, the industry lacks political support and a strong law enforcement mechanism.

    The report, jointly prepared by Greenpeace, an environmental protection organization and Chinese Renewable Energy Industries Association was released in Shanghai Thursday.

    Despite a significant slowdown in the growth of the wind power industry in China last year, the country overtook the US with the largest number of installed wind power generators.

    Mr Tang Wenqian project manager of CREIA said "China became the world leading nation in installed wind energy capacity with a total of 44.73 GW."

    According to the report, seven of the world top 15 manufacturers in terms of the production of wind power generation capacity in 2010 came from China including Sinovel Wind, Gold Wind, Dongfang Turbine, United Power, Mingyang Wind Power, Xemc Power and Shanghai Electric.

    However, the industry is faced with the problems of grid connection and power consumption and favorable government policies and strong law enforcement is needed to support the growth of the industry.

    Due to the imbalance between the distribution of wind power resources and electricity consumption in the Chinese mainland, experts urged the government to set up an on grid pricing system for green electricity.

    Mr Li Junfeng director of Chinese Wind Energy Association said "After a rapid development for five years, the wind power industry needs to be standardized and supervised. The development of wind power will also help the country to realize the target for non-fossil energy to make up 15% of the energy mix by 2020.”

    Siemens Receives Order for Offshore Wind Power Plant in China

    Siemens AG (SIE) received an order to supply 21 wind turbines with an output of 2.3 megawatt and a rotor diameter of 101 meters each for an offshore project in Rudong County, in China’s Jiangsu province.     China Windpower Group to list subsidiary

    It is reported that China Windpower Group plans to list its wind power pylon producing division Tianhe New Energy Equipment on the Hong Kong Stock Exchange.

    Mr Liu Shunxing chairman of China Windpower said investment in wind power equipment is encouraged by China central government. However, he added that the the current market seems weak. Mr Liu did not disclose the details of the planned public listing.
    Trade representatives have been in talks over US allegations that China has unfairly subsidized its domestic wind power industry and some news reports claim that China may waive such funding in the future. Specifically, China has granted subsidies of between CNY 15 million and CNY 20 million for each new model proposed by wind-power equipment makers. Mr Liu added that Tianhe had not received any such subsidies.

    China Windpower Group sold 498 wind power pylons last year and put a new pylon factory into operation. The firm produces in northeastern China.

    Jingneng Clean Energy starts HKD 4 billion IPO

    It is reported that Beijing Jingneng Clean Energy, Beijing largest supplier of gas fired power and an operator of wind farms in China started its Hong Kong initial public offering recently.

    Jingneng Clean Energy a subsidiary of Beijing Energy Investment Holdings offered 2.357 billion H shares at HKD 1.63 to HKD 2.08 per share in order to raise up to HKD 4.9 billion.

    Jingneng Group is the sixth largest generator of wind power in the domestic market. Half the proceeds raised will be invested in the company wind power business and the other half on its gas fired power generation business.

    UBS, BOC International, Goldman Sachs and Barclays Bank are the joint coordinators of the initial public offering. The largest domestic maker of wind power generation equipment, Goldwind Science and Technology said on June 15 that it will subscribe to a maximum of USD 15 million worth of shares in Jingneng Clean Energy H share offering.

    Jingneng Group had installed gas-fired power generation capacity of 1.19GW through the end of 2010 accounting for 61% of the total installed gas fired power generation capacity in Beijing. It supplies 74% of Beijing heating supply area. Jingneng Group expects its gas fired power generation capacity to increase to 5GW in 2015.

    Suzlon Energy plans wind power project in Australia

    Wind power company Suzlon Energy is planning a USD 1.3 billion project in regional South Australia to power 225,000 homes a year.

    According to an ABC report, Suzlon Energy Australia said the USD 1.3 billion wind farm will be built 20 kilometres South West of Ardrossan, a small town on the East Coast of the Yorke Peninsula.

    It said up to 180 turbines will generate 600 MW of energy and deliver power to 225,000 homes in Adelaide via an undersea cable. The project is expected to create 500 construction jobs and 50 ongoing jobs will be completed by the end of 2015.

    Mr Chris Judd Suzlon Energy Australia commercial director said that the company was approached by local landowners last year to develop the project.

    He said that "It's basically been a landowner developed project and this has been a dream of theirs for over seven years now, so the beauty of this project is that it does come with some seven years of homework and data, etc, behind it to help justify its economics.”

    India to add 3500 MW of renewable power during the current fiscal

    Dr Farooq Abdullah minister of new and renewable energy said that India will be adding about 3,500 MW of renewable power during the current fiscal which would entail a capital investment of about 29,000 crore.

    Mr Abdullah told the Parliamentary that "It is envisaged that a power generation capacity of around 3400 MW (grid-interactive) and 130 MW (off-grid / captive) from various renewable energy sources, mainly wind, solar, biomass and small hydro, will be added in the country during the current financial year 2011-12.”

    While half of the capital investment would be towards wind energy, investments in solar power are expected to be about INR 9,000 crore. Other renewable sources like small hydro power and bio power would have investments of about INR 3,000 crore and INR 2,500 respectively.

    Additional investment of about INR 1,000 crore is envisaged in deployment of decentralized renewable energy systems/ devices like biogas plants, solar water heating systems and SPV lighting systems in remote villages/ hamlets.

    The Minister also said that the government is taking measures to facilitate participation of private sector in setting up renewable projects.

    These include Generation Based Incentives Scheme for wind power and solar power to attract private investment by Independent Power Producers and incentives like capital subsidy and concession on excise duty. The government has also created a contingency fund for solar power projects if state utilities fail to make payments.

    Siemens wins Morocco wind turbine deals

    Siemens Energy has secured its first wind turbine orders with a total capacity of 100 MW in Africa for a plant in Morocco.

    Nareva Holding and Siemens signed a contract for the delivery of a total of 44 wind turbines for the Haouma and Foum El Oued wind power plants.

    The scope of supply includes the delivery, installation and commissioning of the wind turbines as well as a five-year service contract for each project. Both wind power plants are expected to commence commercial operation by summer 2013. Africa is an emerging wind market with Morocco currently being number two in installations.

    Mr Felix Ferlemann CEO of the Siemens Wind Power Division said that "These two orders mark Siemens Wind Power´s entry on the African wind market and clearly show that our internationalization strategy is successful."

    According to the Global Wind Energy Council, wind power is one of the most promising sectors for renewable energy generation in Morocco. The Moroccan government has set the target of raising the contribution of renewable energy to 20% of national electricity consumption by 2020.

    Recently, Siemens announced that it will establish three regional Wind Power Business Units Europe, Middle East and Africa, Americas and Asia as part of a new Wind Power Division. Moreover the company has sales hubs in several countries around the globe.

    The Haouma Wind Farm project will be built in Northern Morocco. At 50 MW, Haouma will feature 22 Siemens SWT-2.3-93 wind turbines. Foum El Oued will be built in one of the windiest areas of Morocco in the municipality of Laâyoune, 9 kilometers south east of the port of Laâyoune in Southern Morocco. Also at 50 MW, Foum El Oued will feature 22 SWT-2.3-101 wind turbines.

    Vestas says gets 50 MW turbines order from China

    Reuters reported that Danish wind turbine maker Vestas has won an order for turbines with total capacity of 50 megawatts from Chinese wind energy developer Longyuan.

    Vestas does not disclose the value of orders but as a rule of thumb turbines cost around EUR 1 million per MW of capacity.

    Vestas Wind Systems A/S said in a statement that the order is for 25 Vestas V90 2.0 MW turbines for the Qiulu wind farm near Putian, Fujian province.

    The company said delivery is scheduled to take place in the third quarter of 2012.

    Salkhit wind farm gets USD 47 million in investments from EBRD

    It is reported that Mongolia's first wind energy project, the 50 MW Salkhit wind farm, with GE's wind turbines, is getting USD 47 million in investments from the EBRD.

    Clean Energy is currently 75% owned by Newcom and 25% owned by the bank. The bank will also take a further USD 4.4 million equity stake in Clean Energy.

    Mr Bayanjargal Byambasaikhan CEO of Newcom said that "The Salkhit wind farm is a flagship project for Mongolia's renewable energy. It marks the dawn for Mongolia's aspiration to becoming Asia's renewable energy champion."

    Located about 70 kilometers away from the capital Ulaanbaatar, Salkhit will generate enough current to answer about 5% of the country’s needs while achieving a carbon dioxide emission reduction of approximately 164,000 tonnes annually. The wind turbines project will also generate carbon credits that Clean Energy can sell.

    General Electric will be providing the wind turbines for Salkhit. The site is expected to come online this year.

    According to Ms Nandita Parshad, the bank's director for power and energy, Mongolia has strong winds which can be tapped to diversify the country's energy mix. She added that "We hope this transaction paves the way for increased private interest in the renewable power sector which can reduce Mongolia's dependence on coal and its carbon footprint and will contribute to Mongolia's sustainable development."

    Mongolia's current installed renewable energy capacity is around 800 MW. The Salkhit project will be the first significant renewable energy generator in the country.

    Suzlon and CGN Wind Energy to develop 800 MW projects

    World’s fifth largest wind turbine manufacturer, Suzlon along with China’s CGN Wind Energy Co will jointly develop 800 MW of domestic and international projects over the next three years.

    Suzlon Group has entered into a global partnership agreement with CGN Wind Energy Co, a wholly owned subsidiary of China Guangdong Nuclear Power Group.

    Mr Tulsi Tanti chairman of Suzlon said that “We at Suzlon are delighted to partner with CGNWE for the development of wind projects globally with our latest generation of turbines. The professional approach of CGNWE and its experience in developing large projects make this a symbiotic partnership.”

    CGN Wind Energy Co Ltd is one of the largest wind power developers in China with an installed capacity of around 3,000 MW.

    In a statement, the company said a working team has been set up to explore the most viable projects globally, covering countries such as Brazil, South Africa, India and China.

    CGN Wind Energy chairman, Mr Chensui said that “We are very happy to partner with Suzlon for the development of wind power projects worldwide. With Suzlon’s experience in the global market and CGNWE’s expertise in wind power, we are confident of building very successful projects to meet the renewable energy needs for these markets effectively.’’

    The financial terms of the partnership were not disclosed.
