Regal Denies Report That Shell May Bid; Shares Gain (Update2)

By Stephen Cunningham and Eduard Gismatullin

Oct. 3 (Bloomberg) -- Regal Petroleum Plc, a U.K.-based explorer focusing on Ukraine, denied a report it got a $1.2 billion offer from Royal Dutch Shell Plc. The company's shares jumped the most in more than four years in London trading.

Regal rose 42 pence, or 51 percent, to close at 125 pence, the most since Jan. 23, 2004, valuing the London-based company at 264.6 million pounds ($470.7 million). The gain trims the stock's decline this year to 17 percent.

``No such approach has been received,'' Regal said today in a statement. A spokesman said Shell had inquired whether the company would be prepared to share some of its new rigs in Ukraine.

Speculation over possible mergers and acquisitions in the industry has grown as oil-company stocks have retreated amid a 35 percent drop in crude prices since July's record. The Dow Jones Europe Stoxx Oil & Gas Index posted its biggest quarterly decline in more than two decades in the three months through September.

The Daily Telegraph reported today that Shell, which unsuccessfully tried to buy Regal's Ukrainian assets last year, has ``within the last few days'' written to the company with a takeover proposal of 300 pence a share. Regal Chief Executive Officer David Greer declined to comment on the report, as did Shell spokeswoman Olga Gorodilina.

    Urals, Sibir

Shell, Europe's largest oil producer, has also been reported to be interested in assets held by Urals Energy Plc and Sibir Energy Plc, which explore for oil and gas in Russia. The companies haven't confirmed the reports. Shell ended an agreement to pay $410 million for Regal's two Ukrainian gas fields last November.

Greer was project director of Shell's Sakhalin-2 oil and gas exploration project in Russia's Far East before quitting in June last year.

Regal will become profitable in the first half of 2010, Greer said Sept. 26, when the company reported a first-half loss of $3.3 million. It has proven and probable reserves of 169 million barrels of oil equivalent.

Regal's share price has also suffered from difficulties faced by other operators in Ukraine, such as Cadogan Petroleum Plc, which is embroiled in a legal dispute over licenses. Regal has spent ``a lot of time'' developing relations with Ukrainian government agencies, Greer said last week.

UPDATE:Shell Aims To Grow In Ukraine, Starts Drilling In 2009

    (Adds details.)

KIEV -(Dow Jones)- Royal Dutch Shell PLC's (RDSA) subsidiary Shell Ukraine E&P is planning to drill its first well in the country in 2009, and is looking for further opportunities in the country, the company's general manager, Patrick Van Daele, told Dow Jones Newswires Wednesday.

Speaking at the Ukrainian Energy Forum, Van Daele said the company had just started seismic activity at Shebelinka gas field in eastern Ukraine, which will be followed by the 3D survey. The survey will take about a year and will cover Shebelinka and West Shebelinka fields, he said.

Exploration and development of the field will be carried out jointly with Ukrgasproduction, a subsidiary of national oil and gas company Naftogaz Ukrainy.

Shebelinka, the largest gas field in Ukraine and the second largest in Europe, was discovered in the 1950s and is still producing. Shell is targetting resources about 3 kilometers below the current production horizon.

The work will provide accurate data on hydrocarbon reserves in the Dnepr-Donetsk basin, which is estimated by the U.S. Geological Survey Bulletin to have 11.5 billion barrels of oil equivalent. But before Ukraine can expect to attract foreign investors to the project, it must amend legislation to provide a transparent, level playing field, Van Daele said.

Shell doesn't disclose its estimation of reserves at any of the eight licenses in Ukraine, which it develops with Ukraine's state-owned partners. However, Van Daele said: "We are committed to Ukraine, we are happy with the licenses, but we also have an ambition to grow, we are looking at other opportunities onshore and offshore." He declined to provide further details.

Van Daele declined to comment on recent media reports that Shell has proposed a $1.2 billion takeover of London-listed Regal Petroleum (RPT.LN). Regal has denied reports, but said it is in talks with potential strategic partners to develop its gas reserves in Ukraine.

Van Daele is confident of Ukraine's gas potential. "By combining investment promotion and hard work on efficiency, Ukraine can go a long way toward becoming gas self-reliant," he said, adding that the largely unexplored Black Sea still remains "a big unknown" when it comes to reserves. "The Black Sea is an area of promise, but it's an unproved promise," he said.

Shell unsuccessfully made a bid for the Prikerchenskaya field in the Black Sea in 2006.

Shell isn't planning to enter Ukraine's refining business, he also said.

Goldman upgrades Royal Dutch Shell, downgrades BP

RDSA) was upgraded to buy from neutral by Goldman Sachs ahead of the oil majors' earnings updates in coming days. Goldman analysts noted that BP is close to the top of its two-year trading range verses Shell. Shell should have the best growth in cash flow from new projects in 2010-2013. Five major new projects that Shell is developing are expected to add $10 billion of cash flow to the company by 2012 at an expected price of $85 a barrel, Goldman noted.

Adnoc, Shell sign Abu Dhabi gas deal

Last Updated: November 03. 2008 2:24PM UAE / GMT Abu Dhabi National Oil Company (Adnoc) and Royal Dutch Shell have signed a preliminary deal to jointly explore, develop and produce offshore gas fields in Abu Dhabi.

“Adnoc and Shell Abu Dhabi signed a memorandum of understanding today under which Shell will evaluate potential joint exploration, development and production with Adnoc of offshore deep gas fields prospects in Abu Dhabi,” Shell said in a statement.

“Once the evaluation is completed, Shell hopes to move forward rapidly with final agreements in order to quickly begin joint exploration and development activities.”

The UAE, holds the world’s fifth-largest gas reserves at nearly 214 trillion cubic feet, much of it sour.

In July, Adnoc and ConocoPhillips signed a deal to develop sour gas reserves in the UAE for a cost that could exceed US$10 billion (Dh36.73bn), one of the largest in the past year open to international companies competing for limited access to the Middle East’s oil and gas fields.

Shell is already in a joint venture with Abu Dhabi Onshore Company with a 9.5 per cent interest and with Abu Dhabi Gas Industries (GASCO) with a 15 per cent stake, it said.

OMV in talks with Shell, BP on Nabucco gas

    By Tom Bergin
LONDON, Nov 14 (Reuters) - Austria's OMV AG is in talks with BP and Royal
Dutch Shell to buy Azeri and Iraqi natural gas for transport through the planned
Nabucco pipeline, which the EU hopes will reduce its reliance on Russian
    imports.
OMV spokesman Thomas Huemer said the talks with BP were related to its
leading role in the Shakh-Deniz project in Azerbaijan, while Shell has signed a
gas deal with Baghdad that could lead to it becoming a major producer there.
The Nabucco consortium hopes gas from phase 2 of the Shakh-Deniz project
will be the bedrock of supplies to help get the pipeline off the ground, with
additional supplies coming later from Iraq and possibly Iran and the Caspian
    region.
The shareholders are OMV, Romanian gas pipeline operator Transgaz German
utilituy RWE, Hungarian oil company MOL, Turkish pipeline operator Botas and
    Bulgarian state gas company Bulgargaz.
OMV said building on the project would start in 2010 and first gas was
planned for 2013, but many analysts doubt the project will be able to secure
enough gas to get off the ground.
Nabucco spokesman Christian Dolezal said the consortium was confident
    enough gas would be secured.
The second, $10 billion phase of Shakh-Deniz is expected to come on
    stream between 2011 and 2012.
BP and Norway's Statoil control Shakh-Deniz, which produces around 15
million cubic metres of gas per day and has reserves of 1.2 trillion cubic

Shell puts another oil sands project on hold
    Reuters
    Published: Thursday, November 27, 2008

    Shell via Bloomberg News
CALGARY, Alta. -- Royal Dutch Shell PLC is delaying another Canadian oil sands project, saying Thursday it has withdrawn a regulatory application for its 100,000 barrel per day Carmon Creek thermal project as it looks to shave costs by revamping the project.

The delay is the latest blow to what had been an ambitious schedule of projects for Canada's oil sands. The oil sands region of northern Alberta contains the largest oil reserves outside the Middle East, but they are technically challenging and expensive to extract.

Shell, one of the biggest players in the oil sands, last month delayed an expansion of its oil sands mining operation when costs rose and oil prices fell.

Adrienne Lamb, a spokeswoman for the company, said Shell is reviewing and redesigning the Carmon Creek project and plans to submit a new application to regulators. The company hasn't yet decided when that will take place.

"The review is looking at opportunities to reduce costs and improve the profitability of the project," Ms. Lamb said. "As a result of that we expect there will be some changes ... Rather than update the application we decided the best path forward is to submit a new application."

Shell had been expected to make an investment decision on Carmon Creek in 2010. However, Ms. Lamb said that will now be delayed because of the changes and the company hasn't decided on a new schedule.

Shell had not released a cost estimate for the project, which was to have been built in two 50,000 barrel per day tranches.

Unlike the company's mining operations, Carmon Creek would use thermal techniques to produce the reserves, pumping steam into the ground to liquefy the tar-like bitumen so that it can be pumped to the surface.

Along with Shell, Suncor Energy Inc , Nexen Inc , Petro-Canada , Canadian Natural Resources Ltd. and others have said they'll delay or defer projects in the region because falling oil prices have squeezed profits while costs stay high.

A shortage of skilled labour in the remote region has helped push up costs as companies compete for a small pool of tradesmen and contractors.

    Shell drills deepest offshore well

    By Upstream staff

Shell Oil has set a world water depth record in drilling and completing a subsea well 9356 feet below the water’s surface in the Silvertip Field at the Perdido development project, about 200 miles from Houston in the Gulf of Mexico.

As an oil well, the Perdido record is 35% deeper than the previous oil well record of 6950 feet, also set by Shell at the Gulf of Mexico’s Fourier field.

At Perdido, Shell intends to drill an even deeper well at the Tobago field at 9627 feet, which will surpass the present world record at Silvertip.

Shell operates the Perdido Development on behalf of partners Chevron and BP.

The Perdido development will drill 35 wells (22 direct vertical access and 13 remote) in the Great White, Tobago and Silvertip fields in Alaminos Canyon.

Moored in about 8000 feet of water, the drilling and production facility will be the deepest in the world. Nine polyester mooring lines averaging more than two miles in length now hold the spar in place.

The floating structure will weigh 50,000-tons and be nearly as tall as the Eiffel Tower when fully operational.

First production from Perdido is expected around the turn of the decade, with the facility capable of handling 130,000 barrels of oil equivalent per day. To get the oil and gas to market requires installing 77 miles of oil export pipelines and 107 miles of gas export pipelines.

The Perdido development includes a common processing hub that incorporates drilling capability and functionality to gather, process and export production within a 30-mile radius of the facility.

(MAN)

Royal Dutch Shell Chief Executive Jeroen van der Veer commented: "We delivered satisfactory performance in the fourth quarter of 2008, given the pressure on demand for oil and gas due to a weaker global economy. Shell betaalt meer dividend uit

    fijn bericht!!! :¬)

    29 januari | 10:16
