    Essar Steel Minnesota lays off workers on Minnesota Iron Range

    Star Tribune reported that beleaguered Essar Steel Minnesota confirmed Friday that it has laid off workers in Nashwauk as it scrambles to secure badly needed financing to finish construction of its much delayed $1.8 billion taconite plant there. The company declined to say how many people were affected. Essar has roughly 100 full-time employees in Minnesota.

    Essar Assistant General Counsel Mr Mitch Brunfelt in an e-mail to the Star Tribune Friday said that “We have implemented some reductions in our workforce necessitated by challenges facing the iron ore sector and, as a result, the Essar Steel Minnesota project. We expect that this reduction is temporary, but our ability to recall employees will depend on several factors over the coming weeks.”

    The layoff news follows weeks of high drama on an Iron Range project that once was much anticipated by state officials and local residents who celebrated the 350 permanent jobs, as well as hundreds of construction jobs, the project promised. However, the project has sputtered on and off since 2008 due to financing woes and more recently a severe downturn in the iron ore industry that has made it harder to secure another round of capital. It was scaled back from a full steel facility to a taconite plants, and renegotiated deadlines were note met.

    Hoa Sen starts construction of new steel plant in Vietnam

    VNS reported that Viatnamese steel maker Hoa Sen Group on Friday broke ground for a new plant in Nhon Hoi Economic Zone in the south central province of Binh Dinh.

    The VND2 trillion (US$97 million) plant will have a capacity of more than a million tonnes of various products like sheets and cold-rolled steel when it goes on stream in January 2017, starting with 470,000 tonnes a year initially.

    Hoa Sen's third plant in the province will export its products to Thailand, Laos, and Cambodia.

    Hoa Sen is one of the biggest steel makers in Viet Nam with a market share of 40 per cent in sheets and 20 per cent in pipes

    Pangang Steel DuPont trade secret case reopens in US

    Reuters reported that a Chinese steel manufacturer faces renewed US criminal charges over allegations that it arranged to improperly obtain confidential trade secrets from DuPont and got access to hacked information from the US company's computers.

    The indictment against Pangang Group, which was made public on Thursday in San Francisco federal court, alleges economic espionage conspiracy and attempted economic espionage.

    The new indictment unveiled on Thursday says a Pangang engineer in 2011 brought documents from China into the United States that contained information obtained through unauthorized access to DuPont computers. Pangang and unknown computer hackers worked in parallel with Liew to obtain DuPont's trade secrets, the indictment alleged.

    The Chinese company was first charged by the US Department of Justice in 2012. However, that indictment stalled after a US judge ruled that prosecutors' attempts to notify the company of the charges were legally insufficient.

    As part of the Pangang case, California businessman Walter Liew was sentenced to 15 years in prison in 2014 for stealing DuPont trade secrets to help Pangang develop a white pigment used in a wide range of products.

    OECD to press Chinese on cutting steel overcapacity

    Nikkei reported that amid a global oversupply of steel, industrialized countries plan to urge China to address its excessive production capacity. The 34 members of the Organization for Economic Cooperation and Development, which includes Japan, the US and European nations, plan to convene an emergency ministerial-level meeting in April. China is not a member but is expected to attend.

    The countries hope to draw up guidelines for China to reduce excess steel mills. They may also look into whether China is subsidizing uncompetitive steelmakers and devise necessary steps to address the problem.

    Putting teeth in these guidelines will be difficult, so OECD members will consider bringing a case before a World Trade Organization dispute settlement panel if China is in clear violation of the rules. But their hope is that the Chinese will embark on structural reforms in response to external pressure.

    Hebei Province to cut 8 steel million tonne production in 2016

    Xinhua reported on Friday that the northern province of Hebei, which produces one fourth of China's steel, has pledged to slash iron and steel production to tackle problems like overcapacity and air pollution. Production of iron will be reduced by 10 million tons and that of steel by 8 million tonnes this year.

    Hebei Governor Mr Zhang Qingwei told the local parliament on Friday that production of steel and cement will be capped each at 200 million tons, and flat glass at 200 million weight cases by the end of 2020 to alleviate overcapacity

    The central government has made tackling overcapacity one of its top priorities in the next five years.

    An over-reliance on heavy industry for local growth has left Hebei vulnerable to sustained weakness in demand for capital goods both at home and abroad. Some steelmakers are operating at thin margins and more are operating at a loss. Production of steel, cement and glass have also been widely blamed for the worsening air pollution in the region.

    The province has previously said that it will cut a combined 160 million tonnes in steel, cement and coal, and another 36 million weight cases in glass by 2017 compared with 2013 levels.

    MIT researcher eliminates CO2 in steelmaking

    Sault This Week recently reported that an engineering professor at the prestigious Massachusetts Institute of Technology may hold the solution to one obstacle challenging steel future success and viability. Donald Sadoway, the multiple award winning John F. Elliot Professor of Materials Chemistry at MIT, and his team of researchers have developed a method of steelmaking that would eliminate the need for a blast furnace or coke ovens, the major source of greenhouse gas emissions in the present process of ironmaking.

    Sadoway told Sault This Week from MIT’s Cambridge, Mass. campus that if large steelmakers like Essar Algoma want a viable way to make steel without greenhouse gas emissions, “I have the answer for them. If they want to continue to make steel, and make it in a way that is carbon neutral then this technology that I’ve developed would replace the blast furnace and basic oxygen furnace. You wouldn’t need a coke oven because you would not be using carbon.”

    Regarding Sadoway’s research to find a new process for steelmaking that would reduce or eliminate greenhouse gas emissions, he told Sault This Week that the American Iron and Steel Institute had sponsored the research at one point, but they withdrew their support when he and his colleagues suggested they seek government funding to build a commercial-sized pilot project.

    Sadoway and his team also received financial support from NASA, because a byproduct of the electrolytic process they have developed is pure oxygen gas, something of great interest to the space agency because of their future plans to create a manned lunar station.

    “I conceived of the process to make steel with oxygen as a byproduct but I couldn’t get funding from the American government or steel industry,” Sadoway said. “When I realized that NASA might be interested that we were producing oxygen, I reached out to NASA and they did funding for a period of time.”

    Sadoway said that the biggest challenge his team faced in their research was finding a chemical alloy for the electrodes that would not oxidize in the extreme temperatures, around 1,600 degrees Celsius, at which molten iron oxide must be maintained during the steelmaking process, and still allow an electrical current to flow.

    They eventually settled on an alloy of iron and chromium, two elements that are abundant and affordable for the electrodes. “This particular alloy is long lived in the cell, so we were able to pass current, make liquid iron at one electrode, and make oxygen gas at the other electrode,” Sadoway said.

    He added: “The whole supply chain remains the same, and the whole downstream remains the same. The difference is that instead of using the blast furnace followed by the basic oxygen furnace where huge amounts of carbon dioxide are emitted at about a one-to-one ratio to steel produced, there would be zero carbon emissions providing the electricity isn’t coming from something stupid like burning coal.”

    Since joining the MIT faculty in 1978, his classes in chemical metallurgy have risen to become the most popular with students in the university’s history. But it is his research work where he and his colleagues “mentor” students to become future inventors that he has achieved his greatest success and fame. According to media reports, Sadoway and his research team have 19 patents to their credit thus far.

    Aperam koersdoel omlaag bij Citi door daling nikkelprijzen - Market Talk

    AMSTERDAM (Dow Jones)--De verwachtingen voor de nikkelmarkten zijn verslechterd volgens analisten van Citi die daarom hun winstverwachtingen en koersdoel voor roestvast staal producent Aperam (056997440.LU) hebben verlaagd. De prijs voor nikkel, een belangrijke grondstof voor de productie van roestvast staal, kwam halverwege november onder de $10.000 per ton uit en bevindt zich momenteel rond de $8,400. De analisten verwachten dat hierdoor de seizoensgebonden aanvulling van voorraden van roestvast staal in de eerste helft van het jaar zal afzwakken en tot meer voorraadafbouw zal leiden. Het koersdoel zakt naar EUR39 van EUR45, maar Citi houdt vast aan het koopadvies voor Aperam dat hun favoriet blijft ten opzichte van Europese sectorgenoten Acerinox en Outokumpu. Aperam zal volgens hen in een lastige markt nog steeds een gezond dividend kunnen blijven uitkeren. Omstreeks 12.25 uur noteert het aandeel vlak op EUR29,46, terwijl de Midkap met 1,7% stijgt.     UK steel distributor Barrett Steel profits plunge in 2015

    Yorkshire Post last week reported that UK based independent steel distributor Barrett Steel saw its profits plunge as turmoil in the sector continued. Pre-tax profit fell from GBP 8.8 million to GBP 1.3 million, after interest and restructuring costs, at Bradford-based Barrett while operating profit, before restructuring costs, fell from GBP 10.9 million to GBP 6 million for the year ended September 30, 2015.

    Turnover also dropped, by nine per cent, to GBP 284.9m despite volumes increasing during the year by one per cent.

    Mr Roy Butcher, chairman of Barrett Steel, said: “The year ended September 30 has seen a continuing reduction in steel prices and a very challenging market in the oil and gas sector resulting in a decline in profitability during the year.”

    Mr Butcher said in a statement that Barrett Steel, which employs 1,150 across the group, expects the uncertainty to continue in the sector at least until late 2016. He said “The market remains uncertain in the oil and gas sector leading to the announcement in late November to close both the Forge in Newcastle and the Machine Shop in Ayr.

    He added “We remain committed to our core stockholding and added value oil and gas business developed over the last five years though we do not see any signs of recovery likely until 2016/early 2017.”

    However the group said that there was no signs of demand diminishing in its traditional construction market.

    Mr Butcher added: “We continue to invest in added value processing equipment in our traditional markets wherever we see an opportunity.”

    The British steel industry has been pummelled by the strength of the pound, high electricity prices and increased competition from China.

    US raw steel production in Week 01 dips by 12% YoY

    AISI announced that in the week ending January 9, 2016, domestic raw steel production was 1,594,000 net tons while the capability utilization rate was 66.7 percent. Production was 1,807,000 net tons in the week ending January 9, 2015 while the capability utilization then was 76.4 percent. The current week production represents a 11.8 percent decrease from the same period in the previous year. Production for the week ending January 9, 2016 is up 10.7 percent from the previous week ending January 2, 2016 when production was 1,440,000 net tons and the rate of capability utilization was 60.2 percent.

    Trade union Community to meet Tata Steel over future of Port Talbot plant

    Wales Online reported that trade union Community says it plans to hold talks with steel firm Tata over the future of its giant Port Talbot plant in the coming weeks. It follows mounting concern about how the crisis in the UK steel industry will affect the sprawling Margam works which employs 4,500 staff and many more in the supply chain.

    A statement from Community said: “We will be meeting with Tata Steel in the coming weeks to discuss these reports and how best we can build a sustainable steel industry together. These reports of potential job losses at Port Talbot should serve as a stark reminder of the ongoing steel crisis and the urgent need for government to deliver upon the agreed steps to protect this vital foundation industry.”

    Speaking last week, Mr Alan Coombs who represents Community at Port Talbot said the majority of the 4,500 jobs there could be at risk if not all of them.

    A spokesman for Tata Steel said: “There’s regular liaison between the unions and the company - the crisis in the steel industry is well-known and the unions play an important part in supporting the company message to the political community, equally the unions play a part in developing and supporting the business strategy and disseminating it to the workforce and beyond.”

    Steel making in the UK has been hit by a mixture of a fall in steel prices, high energy costs, the impact of a strong pound, carbon taxes and claims of steel dumping by China. Around 2,200 employees lost their jobs at the Redcar steelworks in Teesside, which closed permanently in October last year following the collapse of Thai owner SSI UK. Throughout last year, Tata Steel also said it planned to cut about 1,900 positions at sites such as Rotherham and Scunthorpe and Scotland’s last two steel mills have been mothballed.

    ILVA workers occupy Genoa council courtyard

    ANSA reported that protesting workers from a Genoa plant in the troubled ILVA steel group on Monday occupied the courtyard of the town council in the northwestern Italian city. They said "From this moment we consider the Genoa city council occupied by the ILVA workers.”

    ILVA has been placed under special administration as the beleaguered firm goes through a massive environmental clean-up and financial turnaround project, most of it focused on the biggest plant, at Taranto in Puglia.

    Income support for workers of ILVA's Cornigliano plant near Genoa have been increased by 10%, from 60% to 70%, under an amendment to a government decree.

    Workers unions there have threatened strikes after failing to reach an agreement with company representatives over pay.

    ILVA announced 3,519 temporary redundancies for its employees on solidarity contracts, to start March 3 and last 12 months, following a meeting with unions on Monday.

    The company said the decision was due to plant stoppages ordered by the Integrated Environmental Authorisation (AIA) as well as the market crisis.
    Unions had asked ILVA to allow employees on solidarity contracts to work an additional week per month in order to sustain income levels.

    However, the company claimed it does not have the resources to increase working hours.

    Tata Steel announces operational update for Q3

    Tata Steel announced that its sales in terms of volumes rose by 10.3 per cent in the October-December quarter of 2015-16 over the corresponding quarter in the last fiscal. During the October-December period, it sold 2.35 million tonne.

    The third quarter saleable steel production was higher by 13.1 per cent at 2.51 million tonnes. In the first three quarters of the current financial year, it sold 6.82 million tonnes of steel items, up from 6.34 million tonnes recorded in the corresponding period of 2014-15.

    In Q3 of 2015-16, it registered hot metal and crude steel production of 2.69 million tonnes up by 13.1 per cent and 2.55 million tonnes up by 11.3 per cent, respectively.

    Pellet Plant has achieved best ever Q3 production of 1.43 million tonnes (Previous best 1.03 million tonnes in Q3 FY'15). Sinter Plant has achieved best ever Q3 production of 2.05 million tonnes (Previous best 1.91 million tonnes in Q3 FY'14)

    The blast furnaces achieved lowest best ever coke rate of 372 kg per thermal in Q3 (Previous best 435 kg per thermal in Q3 FY10) and highest best ever coal rate of 172 kg per thermal in Q3 (Previous best 130 kg per thermal in Q3 FY14), it added.

    Indonesian government to set steel reference price to curb cheap imports

    The Jakarta Post reported that the Indonesian government plans to impose a reference price for steel entering the Indonesian market in a bid to protect local steel products amid surging imports of cheap steel. The Industry Ministry’s director general for metal, machinery, transportation equipment and electronic industries, Mr I Gusti Putu Suryawirawan, said recently that his ministry was studying the possibility of determining a reference price for steel to protect the local industry.

    He said “To prevent our steel industry from bankruptcy due to cheap imported steel, there has to be a reference price, a fair price.”

    According to Mr Putu, the price gap between imported billets and local steel was unreasonable at present, for example $300 per ton for billets and $350 per ton for steel.

    Mr Putu said “The steel reference price would also be aimed at helping state-owned electricity firm PLN decide on steel suppliers for its transmission projects. While PLN was required to use steel products with a certain amount of local content for its transmission projects, the company could be confused in making a decision, as a lot of imported steel was priced lower. He said The reference price will help PLN firmly decide, without having to worry about future questioning on why it choose to buy more expensive local steel products, for example.”

    PLN previously announced that 11 steel companies had been chosen for pre-qualification bidding for the transmission project. Progress on the bidding, however, has not been announced yet.

    Indonesian Iron and Steel Industry Association ED Mr Hidayat Triseputro welcomed the government’s plan, saying it would help create fair competition between local and imported steel. He said “However, it needs a thorough review on what the pricing mechanism will look like, as it will involve interests of both upstream and downstream industries. The government and the association had to further calculate and review the fair prices.”

    Steel ministry seeks to hike peak import duty to 25% as PMO puts MIP in cold storage

    After reports of Indian Commerce Minister Ms Nirmala Sitharaman telling Bloomberg TV last week that "The government is yet to firm up a balanced solution on the issue of MIP. We do not want to rush into any decision", latest report in Asian Age has revealed that the matter seems to have been put in a cold storage by PMO citing WTO concerns. The steel and commerce ministries in the past one month had held hectic deliberations on imposition of MIP on cheap steel shipments from China and it was expected to provide a shield to Indian steel mills and if true this could extend their misery

    As per report “Though both the steel and commerce ministries had discussed the plan to impose a minimum import price on certain categories of steel with the finance ministry but PMO shot down the proposal, apparently reminding the departments that with India being a WTO member any changes in pricing of a global commodity would have to be indicated to the global trade body.”

    The report adds that “PMO has sought further clarity on the matter and as of now the proposal has been sent back to the drawing board, though steel ministry officials claimed the matter is very much alive and that there could be positive movement on it. Apart from this, there were also fears within the government that imposition of MIP, though beneficial to the domestic industry, may also lead to black-marketing of steel.”

    However, a report in Financial Express, steel ministry the steel ministry will propose for hiking the peak customs duty to 25% in the Budget for next fiscal from 15% now. If implemented, this would be two successive increases in the limit in as many years, though will remain within the upper ceiling of 40% allowed by WTO. The finance ministry had raised the peak custom duty for steel to 15% from 10% earlier in the last Budget for the same purpose.

    Another iron ore miner Gindalbie Metals on the ropes

    Gindalbie Metals Ltd has entered a trading halt and shares suspended while the iron ore miner tries to find a way to stay alive. Gindalbie owns 48% of the $2.5 billion Karara Iron ore project in a joint venture with Chinese steel giant Ansteel. But in an email to its 1,000-strong workforce, Gindalbie reportedly said that funding support from Ansteel would be unable to continue due to the prolonged iron ore price slump.

    Karara CEO Zhang Zho Yuan told workers the mine was still facing “significant cost pressure and being in a loss position“.

    According to Gindalbie’s last quarterly cash flow report, the miner had just $795,000 in cash on its books and was bleeding cash.

    Given the prospect of lower iron ore prices for some years and the continuing losses, it seems the Karara project is highly likely to cease operations. That follows another high-profile iron ore miner BC Iron Limited, which suspended operations at its Nullagine joint venture iron ore mine in the Pilbara with Fortescue Metals Group Limited due to the low commodity price. Other junior miners are in trouble too. Atlas Iron Limited had to renegotiate lower prices with its contractors and issue a large chunk of shares at a big discount in 2015 to ensure it could continue operations.

    Some miners have already collapsed with Western Desert Resources falling into administration in September 2014, Sherwin Iron Ltd in July 2014 as well as a number of unlisted iron ore companies closing up shop. Clearly, smaller miners are feeling the heat from the massive fall and sustained lower prices for iron ore, and it’s unlikely we’ve seen the end of the carnage just yet. I fully expect prices to fall further from here as more supply is added to an already oversupplied market while demand is expected to fall.

    Limited iron ore restocking seen ahead of Chinese New Year

    WA Today reported that there is unlikely to be a lot of restocking activity among Chinese mills ahead of the week-long Lunar New Year break in February as traders said. "We don't see iron ore demand picking up before the holidays. It may only improve by end of February or beginning of March

    A trader said "People expect some small and medium-sized mills which are not environmentally qualified would be forced to stop production for a long period of time.”

    China's northern Hebei province, which makes a quarter of the country's steel, has pledged to cut steel output by 8 million tonnes this year in a bid to address overcapacity and air pollution, the official Xinhua News Agency reported on Friday.

    To tackle overcapacity, Chinese Premier Li Keqiang said the government "will let businesses compete against each other and let those unable to compete die out." That could further curb demand for iron ore, with stocks of imported material at China's ports near their highest level since last May at 93 million tonnes, based on data tracked by industry consultancy SteelHome.

Donald Sadoway, the multiple award winning John F. Elliot Professor of Materials Chemistry at MIT, and his team of researchers have developed a method of steelmaking that would eliminate the need for a blast furnace or coke ovens, the major source of greenhouse gas emissions in the present process of ironmaking.

    Sadoway told Sault This Week from MIT’s Cambridge, Mass. campus that if large steelmakers like Essar Algoma want a viable way to make steel without greenhouse gas emissions, “I have the answer for them. If they want to continue to make steel, and make it in a way that is carbon neutral then this technology that I’ve developed would replace the blast furnace and basic oxygen furnace. You wouldn’t need a coke oven because you would not be using carbon.”

    Regarding Sadoway’s research to find a new process for steelmaking that would reduce or eliminate greenhouse gas emissions, he told Sault This Week that the American Iron and Steel Institute had sponsored the research at one point, but they withdrew their support when he and his colleagues suggested they seek government funding to build a commercial-sized pilot project.

    Sadoway and his team also received financial support from NASA, because a byproduct of the electrolytic process they have developed is pure oxygen gas, something of great interest to the space agency because of their future plans to create a manned lunar station.

    “I conceived of the process to make steel with oxygen as a byproduct but I couldn’t get funding from the American government or steel industry,” Sadoway said. “When I realized that NASA might be interested that we were producing oxygen, I reached out to NASA and they did funding for a period of time.”

    Sadoway said that the biggest challenge his team faced in their research was finding a chemical alloy for the electrodes that would not oxidize in the extreme temperatures, around 1,600 degrees Celsius, at which molten iron oxide must be maintained during the steelmaking process, and still allow an electrical current to flow.

    They eventually settled on an alloy of iron and chromium, two elements that are abundant and affordable for the electrodes. “This particular alloy is long lived in the cell, so we were able to pass current, make liquid iron at one electrode, and make oxygen gas at the other electrode,” Sadoway said.

    He added: “The whole supply chain remains the same, and the whole downstream remains the same. The difference is that instead of using the blast furnace followed by the basic oxygen furnace where huge amounts of carbon dioxide are emitted at about a one-to-one ratio to steel produced, there would be zero carbon emissions providing the electricity isn’t coming from something stupid like burning coal.”

    Since joining the MIT faculty in 1978, his classes in chemical metallurgy have risen to become the most popular with students in the university’s history. But it is his research work where he and his colleagues “mentor” students to become future inventors that he has achieved his greatest success and fame. According to media reports, Sadoway and his research team have 19 patents to their credit thus far.

    ArcelorMittal advies omlaag bij Jefferies - Market Talk

    AMSTERDAM (Dow Jones)--Jefferies heeft het advies voor ArcelorMittal (MT.AE) verlaagd naar Underperform van Houden en het koersdoel neerwaarts bijgesteld naar EUR3,00 van EUR5,50. Dit schreef analist Seth Rosenfeld woensdag in een sectorrapport.

    Volgens Rosenfeld is het mondiaal opererende ArcelorMittal slecht gepositioneerd om te profiteren van protectionistische maatregelen in diverse regio's en met name China. Daarbij beschikt de staalreus volgens de marktvorser over een relatief risicovolle balans en de naar verwachting negatieve vrije kasstroom zal leiden tot een volatiel koersverloop in vergelijking tot die van sectorgenoten.

    Roosevelt verwacht dat een seizoenseffect de komende maanden mogelijk voor een kortstondige herstelrally kan zorgen, maar voor heel 2016 is de analist voorzichtig gestemd.

    Voor 2015 rekent Rosenfeld voor ArcelorMittal op een bedrijfsresultaat (EBITDA) van $5,2 miljard, hetgeen in 2016 zal dalen naar $4,9 miljard. Daarmee is de analist vooral voor het lopende jaar flink negatiever geworden over de winstontwikkeling van de staalreus. Rosenfeld rekende aanvankelijk voor afgelopen jaar op een bedrijfsresultaat van $5,3 miljard en voor dit jaar op $5,9 miljard.

    Omstreeks 9.10 uur noteert het aandeel 4,1% hoger op EUR3,34, terwijl de AEX met 1,7% stijgt.

    Finley Structures secures 1,000 tonne contracts

    The Northern Echo reported that Finley Structures is building a huge 616-tonne framework for a London business park and a 432-tonne structure at Workington Academy, in Cumbria. The company, based in Newton Aycliffe, County Durham, says the deals prove its proficiency as a regional and national operator.

    Finley, which employs about 70 staff, is sending steel to Navigation Park, in Enfield, North London, after being awarded the work by West Midland contractor A&H Construction, on behalf of real estate investment trust Segro.

    Bosses say it has already nearly finished construction of the frame for the development, and Jim Graham, operations manager, said the deal, its first with A&H, is proof of its ability to expand into new areas. He said: “This shows we’re not just a regional business and that we have the capability of working nationally and competing with steel fabricators of all sizes. Segro is a major European business, which targets the southern UK corridor, and Navigation Park is a typical signature project. A&H is a new client for us; we now have new targets and new areas to focus on.”

    Known for building the steel frame on the main factory of Hitachi Rail Europe’s £82m Aycliffe train factory, Finley has an order book full of further contracts. It is supplying thousands of tonnes of steel for the Victoria Gate shopping centre, in Leeds, and provided steel to Sunderland-based car maker, which allowed the firm to expand its plant. The firm also erected 500 tonnes of steel for the £18m Middlesbrough Sports Village and put up a 380-tonne frame for Laurence Jackson School, in Guisborough, east Cleveland.
