BRUSSELS—The European Union's antitrust agency targeted Belgium on Wednesday for providing unfair state aid to the steel sector and opened an in-depth probe on assistance given to Italian steel producer Ilva.
The European Commission ordered Belgian authorities to recover €211 million ($229 million) from several Duferco Group steel companies. It also said it was opening a probe into Italy's financing for Ilva, which potentially amounts to €2 billion.
"The case shows that state aid to artificially keep steel manufacturers afloat that are not viable seriously distorts competition and only delays their exit from the market at the cost of taxpayers," said European Antitrust Commissioner Margrethe Vestager.
The EU's move comes at a time when steel companies struggle with overcapacity in the industry and cheap imports from China.
Despite the illegal state aid from authorities in the Belgium region of Wallonia, Duferco has pulled almost all of its operations from Belgium, Ms. Vestager said. The commission first opened the in-depth probe into the Duferco Group steel companies' financing in October 2013.
In the Italy case, the commission said it would be investigating Italian state support handed to steel producer Ilva to help the company revamp its steel plant in Taranto, Italy—the European Union's largest.
The EU said the potential €2 billion in state-supported financing for Ilva came via state guarantees on loans, and various privileged laws, including one that allows Ilva access to funds seized during criminal cases against Ilva shareholders and management.
There have been thousands of job losses in the European steel sector in recent months, not least in the U.K.
Ms. Vestager said that in this context, "the response to this challenge must be to improve the sector's long-term global competitiveness."

JAKARTA, Indonesia--Indonesia said on Wednesday it would study Freeport-McMoRan Inc.'s offer to sell a stake in the U.S. mining company's local unit to the government for $1.7 billion, a price tag that several state officials have called unreasonable.
During a parliamentary meeting with Freeport's local unit, the Indonesian energy ministry's director general of coal and minerals, Bambang Gatot Ariyono, said Freeport and the government could reach an agreement on the purchase price for a stake in PT Freeport Indonesia in March.
"The government's position is to make a calculation and evaluate the price offered," Mr. Ariyono said.
Freeport had agreed to divest itself of 10.6% of its stake in its Indonesian unit and has been in talks with the government, which has the first shot at buying those shares. Freeport last week proposed a price of $1.7 billion, but several government officials, including State-Owned Enterprises Minister Rini Soemarno, who oversees state miners considering purchasing the stake, balked at the offer.
Freeport's local unit is one of the single biggest taxpayers in Indonesia and the maneuvering has been a flashpoint as the country pushes for greater domestic control of its resources. Foreign companies like Freeport, Chevron Corp., BP PLC and Total SA lead Indonesia's extractive industries.
Indonesia plays a vital role in Freeport's global business. More than 90% of Arizona-based Freeport's gold production, and a significant amount of its copper, comes from its Grasberg mine in the mountains in Papua in remote eastern Indonesia. In 2014, the mine pulled in $3 billion out of Freeport's $21.4 billion in global revenue.
Besides the divestment, the U.S.'s largest miner is dealing with a host of issues in Indonesia, including building a new smelter and paying higher royalties.
The company is striving to secure an extension to a contract governing the operation of the Grasberg mine that expires in 2021, and says it needs a commitment well before then to begin investing up to $18 billion to shift its operations from dwindling open-pit reserves to a massive underground mine. The government's counterargument is that by law, negotiations can't begin until 2019.
Freeport is also facing global challenges, after being hit hard by low commodity prices and a disastrous foray into oil and gas in 2013, and the company's stock has plunged almost 80% in the past 12 months. In August, activist investor Carl Icahn revealed he had taken an 8.5% stake in the company.
James Moffett, a company founder and key player in dealings with Indonesia for decades, resigned abruptly last month. On Monday, the head of the company's Indonesian operations, Maroef Sjamsoeddin, stepped down after his one-year contract ended.
Mining analysts described the resignations as a clearing out of old management and said they would give the mining giant a slight boost in resetting relations with the government.
To the extent that Mr. Sjamsoeddin didn't "have warm relationship with [House of Representatives] politicians, his resignation may have positive impact," said Rangga D. Fadillah, an analyst for business consultancy Bower Group Asia. Still, "whoever takes [his] place, the government's demands and requirements--for higher royalties, smelters, local content--will remain the same and the company will have to deal with them" to secure a contract extension.
Mr. Sjamsoeddin, a former deputy head of Indonesia's intelligence agency, made enemies among lawmakers after he secretly taped a conversation with a powerful politician who allegedly asked Mr. Sjamsoeddin for shares of the company in exchange for help with pushing through the contract extension.
The tape led to a parliamentary inquiry and the lawmaker, who denied wrongdoing, stepped down from his position as speaker of the House. The matter is under investigation by the Attorney General's Office.
Mr. Sjamsoeddin had been appointed with the support of Mr. Moffett and was seen as a continuation of his style of doing business. Mr. Moffett led Freeport in navigating the long rule of strongman Suharto, who stepped down after street protests in 1998, and was instrumental in finding and developing the Papua mine in the 1980s.
