Kazakhstan: Catastrophe Unearthed: The Dark Abyss Below
By Strategic Research Institute on Oct 30, 2023 11:03 am

    Synopsis

A devastating mine fire in Kazakhstan has claimed 42 lives, with four individuals still missing. Owned by Luxembourg-based ArcelorMittal, this is not the first fatal accident at the site. The latest incident has led to the Kazakh government announcing the nationalization of ArcelorMittal Temirtau amid ongoing safety concerns.

    Article

On Sunday, a tragic fire at a coal mine in Kazakhstan escalated the death toll to 42, with four people still unaccounted for. The fire occurred at the Kostenko mine in Kazakhstan's Karaganda region, a facility operated by ArcelorMittal Temirtau, a local subsidiary of Luxembourg-based steel giant ArcelorMittal.

The blaze is believed to have been sparked by a methane gas explosion. At the time of the incident, 252 workers were in the mine. This disaster adds to a growing list of workplace fatalities at sites overseen by ArcelorMittal Temirtau, including a fire last August at the same mine that killed four miners and another incident in November 2022 that claimed five lives due to a methane leak.

The severity of the situation led the Kazakhstan government to announce the nationalization of ArcelorMittal Temirtau. Prime Minister Alikhan Smailov said the government is currently "formalizing" the decision, which had been under discussion due to repeated safety violations and failures to meet investment commitments by the company.

In light of the tragedy, Kazakh President Kassym-Jomart Tokayev declared Sunday a national day of mourning. The country's prosecutor-general has begun an investigation into potential safety violations at the mine. Following the incident, ArcelorMittal Temirtau suspended operations at all of its mining sites in Kazakhstan and promised cooperation with government authorities. The company expressed its "pain" over the lives lost and pledged comprehensive care for the affected employees.

This incident underscores the perilous nature of mining work and adds to a history of safety failures at ArcelorMittal-operated sites in Kazakhstan. Since 2006, more than 100 people have lost their lives in accidents linked to the company's operations. The Kazakh government had threatened to ban ArcelorMittal from operating in the country as recently as December 2022, after another worker died at a factory in Termitau.

Public sentiment is strongly in favor of nationalization. Many believe that the state needs to take control of the mines to ensure safety standards are met, as the current ownership has repeatedly proven inadequate in this regard. Local politicians are demanding immediate nationalization and court action against the company.

    Conclusion

The devastating fire at the Kostenko mine in Kazakhstan is the latest in a series of fatal accidents tied to ArcelorMittal's operations in the country. With the death toll rising and ongoing safety concerns, the incident has led to significant repercussions, including the Kazakh government's decision to nationalize ArcelorMittal Temirtau. It remains to be seen how this move will affect the future of mining operations in Kazakhstan, but it underscores the urgent need for enhanced safety measures in the industry.

ArcelorMittal has announced a major leadership change effective February 1, 2024. Reiner Blaschek, who has been serving as the CEO of ArcelorMittal Germany, will now take over the reins of ArcelorMittal Europe – Flat Products. This division is the European arm of the company focused on flat steel production. Blaschek will be succeeding Yves Koeberle, who will now be responsible for pan-European purchasing for the group.

Blaschek is not new to challenges or to the company. Having been with ArcelorMittal and its predecessor companies since 1995, he has served in various capacities. Most recently, he was the CEO of ArcelorMittal Germany and also the Chairman of the Management Board of locations in Bremen and Eisenhüttenstadt.

While expressing enthusiasm about his new role, Blaschek also acknowledges the enormity of the challenges that lie ahead. The steel industry is navigating through turbulent waters with economic uncertainties and political complexities. "Only together with our colleagues in the factories and the support of policymakers can we be successful in decarbonizing steelmaking," said Blaschek in a statement.

The succession plan for the CEO position in ArcelorMittal Germany will be announced later. This decision is pending validation from the Supervisory Board's committees.

    Conclusion:

Reiner Blaschek's appointment as the CEO of ArcelorMittal Europe – Flat Products comes at a time when the steel industry is undergoing significant changes. Facing economic and political challenges, Blaschek is geared up to lead the division into a more sustainable future. Greenfield Jetty: Catalyst for Hazira's Steel Surge"
By Strategic Research Institute on Oct 30, 2023 11:01 am

    Synopsis

AM/NS India is expanding its steel production capacity and aims to build a new jetty at Suvali near Hazira in Gujarat. This jetty will help meet the increased demand for raw materials and finished steel products. The goal is to enhance the production from 9.6 million metric tons to 21 million metric tons by 2030, reports Hindustan Times.

    Article

ArcelorMittal Nippon Steel India (AM/NS India), a major player in the steel industry, is taking big steps in enhancing its steel production. Currently, the company produces 9.6 million metric tons per year at its integrated steel plant in Hazira. Plans are underway to elevate this figure to 15.6 million by 2026 and 21 million by 2030.

To facilitate this growth, the company is developing a deep draft greenfield jetty at Suvali in Gujarat. A recent public hearing about this project confirmed that the jetty is designed to support the company's growing raw material requirements, including iron ore, limestone, and coal.

Earlier, AM/NS India made a pivotal move by acquiring a 25 million metric tons capacity captive jetty from the Essar Group. This addition allows the company to manage its growing volume of steel products efficiently. However, due to infrastructure constraints, the existing jetties have reached their operational limits.

Captain Rituparn Raghuvanshi, Hazira AM/NS Ports head, emphasized that the existing port infrastructure is insufficient to handle the increasing steel production. Therefore, a dedicated captive jetty is essential for dealing with the uptick in cargo movement.

This new jetty is considered a vital element in reaching India's ambitious steel production target of 300 million metric tons by 2030, as outlined in the National Steel Policy. AM/NS India aims to contribute to this national goal through its expansions in Hazira and Odisha plants.

The project is set to be completed in two phases, although the investment details have not been disclosed. When completed, the jetty will not only serve the existing steel plant but also accommodate the future expansion needs of AM/NS India.

    Conclusion

AM/NS India is charting an ambitious course to elevate its steel production capacities. The new greenfield jetty at Suvali is a crucial part of this plan. It is aimed at alleviating bottlenecks in raw material and finished product movement, thereby positioning the company to contribute significantly to India's steel production goals. This move will likely have a far-reaching impact on India's industrial landscape.

    A. Je kan je afvragen of de slechte veiligheid te wijten is aan AM of aan de cultuur die daar heerst.
    B. Gaat het eigenaarschap dan 'om niet' over en wat 'kost dat'?
    [/quote

ArcelorMittal Drops as Kazakh Nationalization Looms After Fire

    Eddie Spence
    Mon, October 30, 2023 at 9:11 AM GMT+1

(Bloomberg) -- ArcelorMittal SA shares fell 5% after the Kazakh government announced plans to take over the company’s operations in the country following its worst mining accident in recent history.

At least 45 workers were killed in an underground coal mine fire at the Kostenko facility that began on Saturday, according to media reports citing Kazakhstan’s emergency ministry. Following the disaster, the country’s government said it had reached a preliminary agreement with the shareholders of the local unit. ArcelorMittal confirmed that agreement.

It’s unclear whether Kazakhstan plans to pay ArcelorMittal for its assets there, which include a two steel plants, coal and iron ore mines. Those operations have been hit by a series of deadly accidents since the firm acquired them in the mid-1990s.

The tragedy adds to the woes of the steelmaker whose shares are down about 18% this year amid weak demand in key markets. Production at its giant Ukrainian plant, which is close to the frontline of the war with Russia, has also been repeatedly disrupted.

Kazakhstan accounted for about 5% of ArcelorMittal’s steel production last year. The Luxembourg-headquartered company is the world’s biggest steelmaker outside of China.

ArcelorMittal agrees to transfer its Kazakhstan operations to government
Nationalisation talks follow series of fatal accidents, including coal mine fire on Saturday that killed at least 44

Sylvia Pfeifer in London 3 HOURS AGO

ArcelorMittal has agreed to transfer ownership of its operations in Kazakhstan to the government following several fatal accidents in recent years, including an underground coal mine fire at the weekend that killed at least 44 workers.

The world’s second-largest steelmaker said it had been in talks with the government over the future of its subsidiary, ArcelorMittal Temirtau, for several months and had only recently signed a preliminary agreement to transfer ownership to the state. The company’s operations in Kazakhstan span iron ore and coal mines, as well as a steel plant.

ArcelorMittal said 252 people were underground at the time of Saturday’s fire at the Kostenko coal mine near Karaganda, south-east of the capital Astana. The fire is believed to have been caused by a methane blast.

The company said on Monday that 44 workers were confirmed dead, with one miner still missing. It is the country’s worst mining disaster for more than a decade.

Aditya Mittal, chief executive, said in a statement over the weekend, that operating the mines has “involved inherently high safety risks owing to their complex geology, and this has led to a number of fatal accidents over the past two years”.

“It is little consolation to say that the company expended considerable effort, further reinforced since 2020, in improving the safety performance of the ArcelorMittal Temirtau operations,” said Mittal.

The company, he added, had signed a “principle agreement” to transfer ownership last week before the fatal accident. ArcelorMittal on Monday declined to comment on the details of the agreement and whether or not it would be compensated for the assets.

The government has been pushing for nationalisation of the assets for some time. Kazakhstan’s prime minister and president visited the site of the accident on Saturday where they confirmed they would be looking to complete the transaction as soon as possible.

Shares in the company were down just under 5 per cent in morning trading on Monday.

ArcelorMittal has come under pressure over the safety of its Kazakh facilities several times in recent years. The company acquired the operations in 1995.

The steel plant at Temirtau produced 3.4mn tonnes of the metal last year, equivalent to about 5.7 per cent of the group’s total output of 59mn tonnes.
