    US congressional leaders reach bipartisan deal for $13.6bn in aid for Ukraine and European allies

    Congressional leaders in the US reached a bipartisan deal early this morning to provide $13.6bn to help Ukraine and European allies, reports the Associated Press.

    President Joe Biden originally requested $10bn for military, humanitarian and economic aid, but the backing from both parties was so strong that the figure climbed to $12bn on Monday and $13.6bn yesterday.

    “We’re going to support them against tyranny, oppression, violent acts of subjugation,” Biden said at the White House.

    Party leaders are hoping to get the 2,741-page measure through the House today and the Senate by the end of the week, but the timing of the latter remains unclear.

    We took note of Russia’s false claims about alleged U.S. biological weapons labs and chemical weapons development in Ukraine. We’ve also seen Chinese officials echo these conspiracy theories.

    This is preposterous ( absurd ). It’s the kind of disinformation operation we’ve seen repeatedly from the Russians over the years in Ukraine and in other countries, which have been debunked, and an example of the types of false pretexts we have been warning the Russians would invent.

    The United States is in full compliance with its obligations under the Chemical Weapons Convention and the Biological Weapons Convention and does not develop or possess such weapons anywhere.

    It’s Russia that has a long and well-documented track record of using chemical weapons, including in attempted assassinations and poisoning of Putin’s political enemies like Alexey Navalny.

    It’s Russia that continues to support the Assad regime in Syria, which has repeatedly used chemical weapons. It’s Russia that has long maintained a biological weapons program in violation of international law.

    Also, Russia has a track record of accusing the West of the very violations that Russia itself is perpetrating. In December, Russia falsely accused the U.S. of deploying contractors with chemical weapons in Ukraine.

    This is all an obvious ploy ( truc, tactische zet ) by Russia to try to try to justify its further premeditated, unprovoked, and unjustified attack on Ukraine.

    Now that Russia has made these false claims, and China has seemingly endorsed this propaganda, we should all be on the lookout for Russia to possibly use chemical or biological weapons in Ukraine, or to create a false flag operation using them. It’s a clear pattern.

    Als ik het goed begrijp ziet Poetin het Romeinse imperium als het eerste rijk, het Byzantijnse als het tweede en is Rusland als opvolger van deze twee grote christelijke rijken de de derde in de rij. Dat idee van een derde rijk komt me wel heel bekend voor.

    Total six Fateh-110 ballistic missiles launched from #Iran's #Kermanshah province hit the #USArmy base in #Erbil International Airport in North of #Iraq. Surveillance drones of #IRGC Aerospace Force flew over the base before missiles hit it.

    It is unconfirmed but, the pro-#IRGC sources claim that a #USAF's E-11A Battlefield Airborne Communications Node (BACN) aircraft was one of the targets. It is not clear if it is destroyed or not. The moment ballistic missiles hit military section of #Erbil airport.

    Because of its flexible deployment options and ability to operate at high altitudes, BACN can enable air and surface forces to overcome communications difficulties caused by mountains, other rough terrain, or distance.

    BACN provides critical information to all operational echelons and increases situational awareness by correlating tactical and operational air and ground pictures. For example, an Army unit on the ground currently sees a different picture than an aircrew, but with BACN, both can see the same picture.

    The top Justice Department prosecutor hunting Russian oligarchs’ money is ratcheting up the pressure on the ultra-wealthy businessmen, warning that he will use every tool available to track down what he called the “fruits of a luxurious life that is ill-gained.”

    The world is becoming “smaller and smaller for people who have aided this regime in Russia,” Andrew Adams, a veteran corruption prosecutor tapped to lead the KleptoCapture task force, said in an interview.

    “There will not be an escape hatch around the sanctions through money launderers and opaque financial networks.”

    The task force — made up of prosecutors, agents, analysts and linguists — will investigate and prosecute current and future sanctions as a result of the Ukraine invasion. That will include combating illegal efforts to undermine the restrictions on Russian financial institutions, targeting efforts to use cryptocurrency to evade sanctions and using civil and criminal asset forfeiture authority to seize assets belonging to people subject to sanctions.

    “The reason for coming to work is to chase the money and then to chase the crime underneath the money,” said Adams, a longtime prosecutor in the U.S. Attorney’s Office in Manhattan, New York.

    “Real estate, yes. Bank accounts, yes,” Adams said. “We’re talking about luxury buildings, luxury real estate.”

    Adams said the task force’s subpoena power is “critical.” It gives the unit access to records and documents and allows it to review financial transactions when it is investigating a person or an organization.

    Een speciaal team, opgericht in opdracht van de Amerikaanse president Joe Biden, werkt al weken aan een rampenplan voor het geval de Russische president Vladimir Poetin besluit om biologische, chemische of nucleaire wapens in te zetten.

    Dat meldt de The New York Times vannacht op basis van meerdere bronnen binnen het Witte Huis. Vier dagen nadat de Russische invasie in Oekraïne begon, is het zogeheten Tiger Team in het diepste geheim aan de slag gegaan om een plan van aanpak te maken mochten de Russen hun zwaarste wapens gebruiken. Het is niet duidelijk hoe dit rampenplan er operationeel uitziet. Volgens bronnen die de Amerikaanse krant sprak, is de kans groot dat de Navo gaat aanvallen als de Russen chemische of nucleaire wapens in Oekraïne gebruiken met het gevolg dat er chemische of radioactieve wolken een land binnendrijven dat lid is van het militaire bondgenootschap. Ook Navo-topman Jens Stoltenberg merkte gisteren al op dat het gebruik van dit soort wapens ‘grote gevolgen’ heeft voor Rusland.

    Het eliteteam, dat werd aangesteld door de Amerikaanse nationale veiligheidsadviseur Jake Sullivan, komt drie keer per week samen en werkt ook aan plannen voor het geval Rusland besluit een konvooi met wapens op Navo-grondgebied aan te vallen. Ook wordt nagedacht over scenario’s waarbij Poetin naast Oekraïne ook Moldavië en Georgië zou willen bezetten. En er is aandacht voor de ongekende vluchtelingenstroom die Europa momenteel overspoelt. Zo'n 3,5 miljoen Oekraïners zijn in een maand tijd hun land ontvlucht, de meesten - 2,1 miljoen - zijn de Poolse grens overgestoken.

    Volgens de Amerikaanse krant speelt het Tiger Team een centrale rol bij onder meer de besluitvorming over de troepenopbouw in Navo-landen, het bewapenen van het Oekraïense leger en het uitrollen van sancties voor Rusland. Deze onderwerpen staan later vandaag op de agenda van een aantal bijzondere bijeenkomsten in Brussel.
    Top Navo, G7 én EU

    Tientallen regeringsleiders, inclusief Joe Biden, wonen aan het begin van de middag een Navo-top bij, daarna is er een bijeenkomst van de G7 (belangrijkste economieën) en ook de 27 EU-landen houden vandaag topoverleg over de oorlog in Oekraïne. De aanwezigheid van de Amerikaanse president moet de eenheid van het Westen tonen. Een eenheid die waarschijnlijk nog lang nodig is aangezien het ernaar uitziet dat de gevechten voorlopig niet zullen stoppen nu het Russische offensief lijkt te zijn vastgelopen.

    De EU zal, samen met de VS en Canada (en mogelijk ook Japan), een evaluatie maken van de al afgekondigde sancties tegen Rusland en misschien ook nog nieuwe maatregelen bespreken. De G7 zal zich buigen over de gevolgen van de oorlog (en de sancties) voor de wereldeconomie. Die gevolgen zijn na vier weken oorlog enorm, denk alleen al aan de hoge gasprijzen en de impact op de voedselketen doordat er in Oekraïne minder tarwe en mais kan worden verbouwd.

    Britse militaire steun

    In aanloop naar de bijeenkomsten in Brussel maakte de Britse premier Boris Johnson gisteravond bekend 6000 raketten en bijna 30 miljoen euro naar Oekraïne te sturen om het leger te steunen. Het gaat om onder meer antitankwapens, waar Groot-Brittannië er volgens Britse media eerder al 4200 van aan Oekraïne leverde. Johnson zegt over deze laatste levering dat zijn land ‘de verdediging van Oekraïne wil versterken terwijl het tij in de strijd keert’.

    Johnson baseert zich op zijn inlichtingendiensten die melden dat de strijd die het Oekraïense leger levert rondom de hoofdstad Kiev succesvol lijkt te zijn. Volgens de Britse inlichtingendiensten voeren de Oekraïense strijdkrachten de druk op Russische troepen ten noordoosten van Kiev flink op. Het Russische leger kampt aan die flank met ‘aanzienlijke logistieke en morele problemen’.

    Heroveringen

    De kleine stad Makariv, zo’n 50 kilometer ten westen van Kiev, zou volgens de Britten alweer door het Oekraïense leger zijn heroverd. Dat geldt ook voor Moschun, even ten noordwesten van Kiev. In Bucha en Irpin, twee steden net buiten Kiev, is de kans volgens het Britse leger reëel dat de Russische troepen omsingeld kunnen worden.

    Ook een functionaris van het Amerikaanse ministerie van Defensie bevestigt dat de Russen nog steeds kampen met grote logistieke problemen. Er is een gebrek aan voedsel, brandstof en militaire uitrusting. Ook zouden er soldaten met bevriezingsverschijnselen zijn en kampen Russische troepen met communicatieproblemen.
