   European Commission vice president: Ukraine deserves support
   
   European Commission Vice President Frans Timmermans discussed EU support to Ukraine with Prime Minister Denys Shmyhal on a visit to Kyiv.
   
   The European Commission Vice President Frans Timmermans said on Monday that "Ukraine deserves all our support," during a visit to Kyiv where he met the Ukrainian prime minister.
   
   Timmermans spoke to DW about the extent and shape of European support to Ukraine amid the ongoing war with Russia.
   
   "The fact that the Ukrainian people fight with such determination and such passion for their freedom should be a clear signal to the European Union that we should support them with every means we have," he said.
   
   How has Europe recently supported Ukraine?
   
   The first vice president of the European Commission also praised decisions by European nations such as France and Germany to support Ukraine with armored personnel carriers, calling it a "logical step."
   
   France announced last week it will send French AMX-10 RC light combat tanks to Ukraine. Following France's announcement, Germany and the US said they would send armored vehicles as well.
   
   The US will provide Bradley infantry fighting vehicles, while Germany is to supply Marder infantry fighting vehicles, the two nations said.
   
   Ukrainian President Volodymyr Zelenskyy has asked for the vehicles to significantly increase his military's firepower.
   
   Timmermans also suggested more financial support is needed to fend off Russian "brutality." He said it was crucial that Russia does not win the conflict, adding that "the future of Europe" is at stake.
   
   "This is a war about the future of democracy. Giving in to Putin's aggression is absolutely the wrong answer to this challenge."
   
   Ukraine joining the EU
   
   The European Commission vice president also discussed the future of Ukraine's journey to become an EU member.
   
   Just four days after the war began, Ukraine applied for EU membership, a process that typically takes years if not decades to come to fruition.
   
   Timmermans said it was extremely important to start what he called the "pre-accession process" immediately — helping Ukraine implement various reforms and new laws that would pave the way to membership.
   
   However, Timmermans noted that it would not be possible for the membership to materialize so long as Russian soldiers were still on Ukrainian territory.
   
   "But the whole idea is to make sure that Ukraine comes out of this conflict victorious, sovereign, independent, free, and has the opportunity to make this choice itself. And I think Ukraine is fighting to make this happen."
   
   What did Kyiv ask of Timmermans?
   
   Timmermans discussed Russia's control over the Zaporizhzhia nuclear power station during his meeting with Ukrainian Prime Minister Denys Shmyhal in Kyiv.
   
   Shmyhal expressed his country's expectation that Russia's state nuclear energy company Rosatom be included in the EU's next round of sanctions.
   
   Moscow has occupied the plant and much of the southern part of the Zaporizhzhia region, in southeastern Ukraine, since last March.

   Aantal miljardairs in Rusland met meer dan kwart gedaald: zij verloren het meest van allemaal
   
   Het aantal miljardairs in Rusland is vorig jaar met meer dan een kwart gedaald. Dat blijkt uit een analyse van het Amerikaanse zakentijdschrift Forbes. Waar in de ranglijst van het magazine voor 2021 nog 123 Russische miljardairs stonden, waren dat er in 2022 maar 88. Staalbaron Alexey Mordashov leed de grootste verliezen en zag meer dan 10 miljard euro verdampen.
   
   Als oorzaak voor de terugval wijst Forbes naar de oorlog in Oekraïne, de sancties van het Westen en de economische crisis. Ook de 88 Russen die zich in december nog altijd miljardair mochten noemen (in dollars), ontsnapten niet aan de gevolgen daarvan. In totaal 68 van hen waren minder rijk dan een jaar voordien.
   
   Grootste verliezer was Alexey Mordashov (57), hoofdaandeelhouder van het Russische staalbedrijf Severstal. Hij zag zijn fortuin met 11,1 miljard dollar (10,4 miljard euro) verkleinen tot 18,4 miljard dollar (17,2 miljard euro). De Russische staalindustrie was dan ook een van de sectoren die het zwaarst getroffen werden door de Westerse sancties. Sinds het begin van het jaar verloren de aandelen van Severstal bijna 45 procent van hun waarde.
   
   Rijkste zakenvrouw
   Ook Tatjana Bakalchuk (47) had haar jaar niet. De oprichtster en CEO van Wildberries - de grootste online retailer van Rusland - zag twee derden van haar fortuin in rook opgaan nadat ook de aandelen van grote concurrent Ozon kelderden. De voormalige lerares Engels verloor 8,3 miljard dollar (7,7 miljard euro) en heeft nog ‘maar’ 4,7 miljard dollar (4,4 miljard euro) over. Daarmee is ze wel nog altijd de rijkste zakenvrouw van Rusland.
   
   De top drie wordt afgesloten door Oleg Tinkov (55), de man achter wielerploeg Tinkoff. Hij kan zich zelfs geen miljardair meer noemen nadat hij zijn belangen in de kredietkaartmaatschappij TCS Group voor ‘maar' 260 miljoen dollar (242 miljoen euro) verkocht aan Vladimir Potanin, een van de invloedrijkste Russische oligarchen. Tinkov is 5,9 miljard dollar (5,5 miljard euro) lichter en bezit nu nog 870 miljoen dollar (810 miljoen euro).

   Russian artillery fire down nearly 75%, US officials say, in latest sign of struggles for Moscow
   
   As Russia’s invasion of Ukraine enters its 11th month, US and Ukrainian officials tell CNN that Russia’s artillery fire is down dramatically from its wartime high, in some places by as much as 75 percent.
   
   US and Ukrainian officials don’t yet have a clear or singular explanation. Russia may be rationing artillery rounds due to low supplies, or it could be part of a broader reassessment of tactics in the face of successful Ukrainian offenses.
   
   Either way, the striking decline in artillery fire is further evidence of Russia’s increasingly weak position on the battlefield nearly a year into its invasion, US and Ukrainian officials told CNN. It also comes as Ukraine is enjoying increased military support from its western allies, with the US and Germany announcing last week that they will be providing Ukrainian forces for the first time with armored fighting vehicles, as well as another Patriot Defense missile battery that will help protect its skies.

   To date, questions about Russia’s stockpile of weapons have mostly focused on their precision-guided munitions, such as cruise missiles and ballistic missiles. But US officials said their dramatically reduced rate of artillery fire may indicate that the prolonged and brutal battle has had a significant effect on Russia’s supply of conventional weapons as well.
   
   Last month, a senior US military official said that Russia has had to resort to 40-year-old artillery shells as their supply of new ammo dwindled. To the US, the use of degraded ammunition, as well as the Kremlin’s outreach to countries like North Korea and Iran, was a sign of Russia’s diminished stocks of weaponry.

   In a video that ran on Russian state media, Wagner Group fighters complain that they are running low on combat vehicles, artillery shells and ammunition, which is limiting their ability to conquer Bakhmut – shortages Prigozhin then blames on “internal bureaucracy and corruption.”

   Prigozhin’s ambitions are not limited to greater political power, however, the US believes. There are also indications that he wants to take control over the lucrative salt and gypsum from mines near Bakhmut, a senior administration official tells CNN.
   
   “This is consistent with Wagner’s modus operandi in Africa, where the group’s military activities often function hand in hand with control of mining assets,” the official said, adding that the US believes these monetary incentives are driving Prigozhin and Russia’s “obsession” with taking Bakhmut.
   
   The official also said that Wagner Group has suffered heavy casualties in its operations near Bakhmut since late November.
   
   “Out of its force of nearly 50,000 mercenaries (including 40,000 convicts), the company has sustained over 4,100 killed and 10,000 wounded, including over 1,000 killed between late November and early December near Bakhmut,” the official said, adding that about 90% of those killed were convicts.
   
   The official said that Russia “cannot sustain these kinds of losses.”
   
   “If Russia does eventually seize Bakhmut, Russia will surely characterize this, misleadingly, as a ‘major victory,” the official added. “But we know that is not the case. If the cost for each 36 square miles of Ukraine [the approximate size of Bakhmut] is thousands of Russians over seven months, this is the definition of Pyrrhic victory.”

   Bloomberg: Estonia to present plans on seizing Russian assets in EU
   
   Estonia is preparing to present a plan for seizing Russian assets and delivering funds under European Union sanctions to Ukraine. 
   
   The government in Tallinn asked ministries in late December to create a legal blueprint for asset seizures and is expected to present the plan at the end of this month, Mihkel Tamm, a spokesman for the foreign ministry, said, Bloomberg reported. 
   
   According to Bloomberg, Estonia is looking to present the plan by the time the European Commission develops a union-wide decision on what to do with the $322 billion in Russian central-bank reserves and billions in frozen assets of sanctioned Russians.
   
   The government estimates that eligible funds in Russian-owned accounts in Estonia are around 20 million euros, Bloomberg reported.
   
   Earlier on Dec. 22, the U.S. Senate approved an amendment allowing the transfer of seized assets belonging to Russian oligarchs to the people of Ukraine.

    In total, Czechia already sent 20 out of 90 modernized tanks to Ukraine. The modernization is paid for by the US and The Netherlands.

    The tanks are modernized with added thermal imaging, night vision, a new tank ballistic computer unit, new communications equipment, and new reactive armor. This is quite a good upgrade from the base T-72.

    As for the alleged withdrawal from Soledar, I can be quite brief. The reports I have seen today of soldiers fighting there do not indicate that they are going to surrender. In fact, there is little panic and strict adherence to given orders. They do everything within their power.
    
    I am sure the General Staff is considering multiple situations. This is normal and part of the strategic choices they have to make. There is no question of a withdrawal order at the moment. This does not mean that the situation can change in the future because it remains dificult
