Indonesian Government has filed appeal against a World Trade Organization’s Dispute Panel’s ruling in favor of the European Union in a dispute over Indonesia’s ban on nickel ore exports, the WTO said.

The European Union had launched its challenge at the WTO in November 2019, arguing that Indonesian export restrictions on raw materials were unfairly harming its stainless steel industry. Indonesia banned nickel ore exports from the start of 2020.

The WTO panel ruled in favor of the EU last month, saying that neither the prohibition of nickel exports nor a domestic processing requirement requiring all nickel ore to be refined in Indonesia were in line with global trade rules.

ArcelorMittal Poland Delays Restart of BF 3 over Weak Market

    Strategic Research Institute
    Published on :
    14 Dec, 2022, 5:53 am

According to local media reports, ArcelorMittal Poland has postponed the restart of blast furnace No 3 at the Dqbrowa Gornicza plant, which was shut in early September due to decrease in demand, increasing levels of imports from outside the EU and increasing natural gas and electricity prices, to early January since there is no improvement in the market and a recovery is not expected in the coming weeks.

The report quoted ArcelorMittal Poland as saying “At the beginning of September, we informed that we were forced to adjust our production level to the difficult situation on the market caused, among others, by the economic slowdown, high energy prices. Therefore, we announced a temporary suspension of blast furnace No 3, hoping to restart it as soon as possible. Since then, we have been keeping a close eye on the market and forecasts for a possible increase in demand, a long-awaited recovery in activity in Europe. Unfortunately, this is not happening yet. And we do not see any signs of a recovery in the market in the coming weeks. We continue to see our order book holding steady below the level of technological operation of at least two blast furnaces. Unfortunately, for these reasons, we will not be able to resume operation of blast furnace No. 3 before the end of this year. We are still prepared for this restart, but the exact date will depend on the market situation.”

Polish trade union NSZZ Solidarnosc Chairman Mr Lech Majchrzak said “At the turn of November and December, the management informed us that Blast Furnace No 3 would be restarted between December 10 and 20. Now we have learned that it is to take place in early January, but a specific date has not been given. This is starting to resemble the situation from the Krakow branch of AMP, where in 2020 the restart of the blast furnace was also postponed several times, and finally it was definitely stopped.”

Provisional Pact Reached on Carbon Border Adjustment Mechanism

    Strategic Research Institute
    Published on :
    14 Dec, 2022, 5:54 am

Negotiators of the Council and the European Parliament reached an agreement of a provisional and conditional nature on the Carbon Border Adjustment Mechanism, which needs to be confirmed by ambassadors of the EU member states, and by the European Parliament, and adopted by both institutions before it is final.

Concerning the products and sectors which fall within the scope of the new rules, CBAM will initially cover a number of specific products in some of the most carbon-intensive sectors: iron and steel, cement, fertilisers, aluminium, electricity and hydrogen, as well as some precursors and a limited number of downstream products. Indirect emissions would also be included in the regulation in a well-circumscribed manner.

Under the provisional agreement, CBAM will begin to operate from October 2023 onwards. Initially, a simplified CBAM would apply essentially with reporting obligations only. The aim is to collect data. From then onwards, the full CBAM will kick in. It would be phased in gradually, in parallel to a phasing out of the free allowances, once it begins under the revised EU emissions trading system for the sectors concerned. This will ensure compatibility of CBAM with international rules on trade.

The phasing out of free allowances for CBAM sectors still needs to be agreed in the context of the ongoing EU ETS negotiations. Further work is also required on measures to prevent carbon leakage on exports.

The financing of administrative expenses of the European Commission, which will take on many centralised CBAM-related administrative tasks, will need to be decided in accordance with the annual EU budget procedure.

US scrap market ends months of price falls
    504 Views

Scrap prices in the US have recovered during December trading following seven consecutive months of price drops amid diminished supply, growing sheet prices and rising export prices, Kallanish notes.

Scrap trading, which kicked off on 6 December in the Midwest, saw mills bid at $30/gross ton higher for prime grades and $20/gt for cut grades and shred versus November deliveries. While the South also followed the same trend later last week, the increase has been steeper there, with busheling up $40/gt. The shredded increase, however, was $20/gt, thereby narrowing the premium for shredded over busheling.

On the West Coast, the upward trend continues in Taiwan amid less supply from the US before the Christmas holidays. Following some US West Coast deals at $360/tonne cfr Taiwan for HMS 1&2 80:20 last week and a purchasing price hike by domestic steel mills, offers were at $365-375/t cfr on Monday.

On the East Coast, Turkey’s scrap demand slowed down last week due to the decrease in rebar prices. Although US suppliers have increased offers for HMS 1&2 80:20 to above $390/t cfr, they failed to sell at these levels. The latest US-origin HMS 1&2 80:20 booking was confirmed at $382/t cfr Turkey on Monday last week, although the Turkish market saw higher prices later from Venezuela and the UK.

Although the upward trend in prices seems to be coming to an end, a remarkable fall in scrap prices seems unlikely as suppliers have received respite with the recent sales and the Christmas holidays are about to start.

Worldsteel Publishes Sustainability Indicators 2022 Report

    Strategic Research Institute
    Published on :
    15 Dec, 2022, 5:40 am

The World Steel Association has published Sustainability Indicators 2022 report. Worldsteel uses eight indicators to measure key aspects of the steel industry’s economic, environmental and social sustainability performance on an annual basis.

    ENVIRONMENTAL PERFORMANCE

    1. CO2 emissions intensity (Tonnes CO2/tonne crude steel cast )

    2019 – 1.85

    2020 – 1.89

    2021—1.91

    2. Energy Intensity (GJ/tonne crude steel cast

    2019 – 20.08

    2020 – 20.70

    2021 - 21.31

    3. Material Efficiency

    2019 – 97.49%

    2020 – 97.86%

    2021 -97.24%

    4. Environmental Management Systems

    2019 – 97.16%

    2020 – 96.13%

    2021 - 95.50%

    SOCIAL PERFORMANCE

    5. Lost Time Injury Frequency Rate (Injuries/million hours worked)

    2019 – 0.83

    2020 – 0.85

    2021 – 0.81

    6. Employee Training (Training days/employee)

    2019 – 6.90

    2020 – 7.15

    2021 – 6.71

    ECONOMIC PERFORMANCE

    7. Investment in new processes and products

    2019 – 7.09%

    2020 – 8.03%

    2021 – 6.41%

    8. Economic value distributed

    2019 – 98.27%

    2020 – 97.77%

    2021 – 93.83%

The steel industry’s CO2 emissions intensity is a key industry metric and so for the first time, worldsteel is now reporting separately the CO2 and energy intensity of steel manufactured using the blast furnace-basic oxygen furnace route, the scrap-based electric arc furnace route, and the direct reduced iron-based electric arc furnace route. These are in addition to the global CO2 emissions intensity figure we have been reporting for many years.

Up until now the global average CO2 intensity and energy indicators represented a weighted average of the BF-BOF route and the scrap-based EAF route. As of today, this calculation also incorporates DRI-EAF production. The slight increase in the reported figures is largely explained by this adjustment in the methodology and does not represent an increase in the global trend of CO2 emissions and energy intensity; both remain largely stable.

The sale is a natural step for Outokumpu in line with our strategy to focus on our core business, stainless steel flat products.”

The sales of Long Products accounted for approximately 8% of the Outokumpu Group's sales in 2021. The transaction includes Long Products’ melting, rod and bar operations in Sheffield in UK; bar operations in Richburg in US; and wire rod mill in Fagersta in Sweden. The transaction does not include Outokumpu Long Products AB operations in Degerfors and Storfors, Sweden. Approximately 650 employees in Sheffield, Richburg and Fagersta will transfer to the buyer as a part of the transaction.
