    Analysts believe Trump's administration will retain the core of the CHIPS Act rather than repealing it

    The CHIPS and Science Act is expected to remain intact, albeit with possible rebranding, when President-elect Donald Trump takes office in January, a shift seen as positive for semiconductor firms like Taiwan Semiconductor Manufacturing Company (TSM, Financials), according to Needham analysts.

    "Our discussion with experts has led us to believe that the Trump administration may not 'repeal' the CHIPS Act, but will largely rebrand the bill and maintain the original essence of it," Needham analysts Charles Shi and Ross Cole said Monday.

    "After all, the CHIPS Act was initially drafted during Trump's first term, and was one of the most bipartisan bills passed during the Biden administration. We expect policy continuity of the CHIPS Act, which will be a positive for Semicap."

    Twenty-two semiconductor businesses have been named beneficiaries of the CHIPS Act; many permitted to get loans and combination awards. GlobalFoundries (GFS, Financials) with $3 billion, Intel (INTC, Financials) at $19.5 billion, TSMC at $11.6 billion, Samsung (SSNLF, Financials) at $6.4 billion, Micron Technology (MU, Financials) at $13 billion, Texas Instruments (TXN, Financials) with $4.6 billion major grantees are listed below.

    Although the CHIPS Act seeks to improve national security, boost U.S.-based semiconductor supply chains, and generate employment, the Trump government could stop its execution as part of a review.

    "We believe TSMC will see near-term volatility, but as the first non-U.S. semiconductor company that was pulled into the U.S. to set up fabs during Trump's first term, we think TSMC will remain a key beneficiary of the rebranded CHIPS Act, and near-term volatility will represent buying opportunities," Shi added.

    The analysts cautioned, meantime, that tighter export restrictions—especially toward China—may affect market share for semiconductor manufacturers engaged in wafer fab equipment. Needham pointed out that China now accounts for almost forty percent of the market.
